We are looking for an experienced and motivated person to chair Aberdeen City Council’s Adoption and Permanence Panel.
Time Commitment 2 days per month, every 1st and 3rd Wednesday of the month (plus preparation time).
Adoptive and permanent foster care placements offer children who are unable to live with their birth family the opportunity to grow up in a lifelong family where they can be offered love, care, stability and security. Our permanence processes need to be robust to ensure that we are able to achieve this.
The Adoption and Permanence Panel makes recommendations on cases presented including plans of adoption for children, permanent foster care, adopter approvals and matches between children and their permanent families. The Panel has an important function in the quality assurance of practice and ensuring independent scrutiny of the cases presented and reporting back to the agency on this.
The Panel consists of members who have a wide range of experience and expertise relating to adoption and children separated from their families. The Panel has a Chairperson, a Legal Adviser, a Medical Adviser, a Panel Adviser and Panel members. The Chairperson is an independent member of the Panel and other members are a mix of both professionals from within the social work service and lay members with relevant experience.
The Panel Chair attracts an allowance currently £250 per half day session am / pm) with Panels taking place on a fortnightly basis. This fee includes time for reading papers and preparation for the Panel, chairing meetings and finalising the minutes. The Chair may also be asked to provide cover for the Chair of the Alternative Family Care Panel where the following is considered: all applications to become a foster carer, foster care reviews and applications to become an approved kinship carer.
The Chair manages Panel members in the meeting and completes annual reviews of all members alongside the Panel Adviser. The Chair is supported in their role by the Panel Adviser.
You will require a wide range of knowledge and experience to effectively consider the needs of children requiring permanent care away from home and to assess prospective adopters.
This needs to include an understanding of permanence planning for children, the impact of trauma and loss and the lifelong nature of adoption.
A working knowledge of the relevant Scottish legal frameworks and legislation, national standards and regulations is required.
Experience of working in adoption or a relevant field is essential.
