Job Description

An exciting opportunity to support the delivery of European funding programmes in Aberdeenshire has arisen.   Two LEADER Local Action Groups (LAGs) – one for North Aberdeenshire and another for South Aberdeenshire - have been established to deliver community-led local development strategies.  Funding has been allocated to the delivery of the strategies from the European Agricultural Fund for Rural Development (EAFRD) and the Scottish Government.

Aberdeenshire Council is responsible for supporting the Local Action Groups in the management and delivery of these funds. This work is facilitated through a dedicated European Policy and Programmes Team.

The team is recruiting two Project Development Officers (one for North Aberdeenshire and one for South Aberdeenshire) to assist the LAGs to develop and commission projects on a fixed-term basis.

The role of the Project Development Officer is to work with the LAGs and potential project partners to develop project ideas into robust and deliverable projects with accurate, defined budgets and clear operational management and delivery structures. The position will involve co-ordinating Project Commissioning Groups and obtaining quotations/estimates and other supporting documentation for project applications in collaboration with project partners.  Additional tasks include the development of detailed project plans which are then to be approved by the LAGs and Scottish Government.  The Officer will also assist with reporting to the Scottish Government and European Union.

The successful candidates will have an academic achievement to degree level in a relative discipline or equivalent transferrable experience and skills, in addition to a project management qualification or equivalent and demonstrable experience and a driving licence. Experience of project management; working with a wide range of individuals, organisations and communities in an advisory or support capacity is also required along with experience of developing and/or assessing business plans.

Candidates must also demonstrate knowledge and understanding of business planning principles, procurement policies and audit/project monitoring principles. They must have excellent organisational, interpersonal, communication and negotiating skills; proven analytical and numerical skills; and the ability to impart often complex knowledge and constructive feedback in a personable manner to a wide range of audiences.  Computer literacy and the ability to travel and work independently are also requirements of the post.
