Procurement and Commissioning Manager (4/62M) (Fixed Term)

Dumfries and Galloway Council spends in the region of £210M per annum on a range of goods, services and works across all commodity areas.  The Council’s procurement team are responsible for providing the strategic oversight and leadership of this spend, with the team directly leading on all contracts over £50K.  Procurement is recognised within the Council as directly contributing towards the Council’s key priorities and outcomes and this continues to drive improvements and delivery of sustainable procurement achievements.


We are looking for an experienced individual to join the Council’s procurement team on an interim 24 months fixed term contract basis, as the interim Procurement & Commissioning Manager, reporting to the Head of Finance & Procurement.  You will provide strong leadership and management of the procurement service, working in partnership with stakeholders across the Council and partner organisations.

The Council’s procurement team are currently leading an exciting programme of change in the way our Council procure goods, services and works, with key strategies and policies now in place.  You will be required to continue the implementation of these changes across the organisation, providing leadership for the improvements and rationalisation of procurement processes and systems, optimising team outputs and maximising sustainable outcomes achieved for the Council’s procurement spend.  This programme of change has been key to the successful to deliver improvements for the Council and this is recognised in the Council’s recent Procurement Capability Improvement Programme achievements, with a continuation of such achievements anticipated.   


You will work closely with the Head of Finance & Procurement and provide strategic procurement advice to the Council, supporting both the procurement change programme and the wider transformation programme being delivered across the Council.  



The ideal candidate will be educated to degree level (or equivalent) in a relevant discipline with substantial relevant management experience in a local authority environment / other complex organisation, with a proven record of success.   You will be an expert in procurement regulations in Scotland, development of Corporate Procurement Strategies and reporting and improving procurement capability.   The successful candidate is expected to be able to work under pressure, provide direction and support to a professional team and be able to demonstrate sound commercial acumen.
