Job Description

As Head of Service within the Children and Families Service and in the role of Chief Education Officer, you will take forward the city’s service delivery in relation to Education, Learning and Inclusion. Dundee City Council is an Attainment Challenge Council with a clear action plan to ‘close the gap’. This Challenge also sits within an overall Fairness Agenda adopted across the Dundee Partnership. Getting it Right for Every Child is paramount.

The Service also has an impressive track record of collaborative working with neighbouring Councils which is set to continue as the ‘City Region’ approach develops.

You will provide the strategic leadership necessary to ensure the Council delivers on its priorities and provides efficient and effective delivery of services.

You will be based at Children and Families Management Team, working full time, 37 hours per week on temporary basis for one year.

Secondments will be considered. Line Manager approval should be sought prior to applying for secondment.

You will have relevant professional qualification, evidence of continuing professional development. You will meet criteria to fulfil statutory role of Chief Education Officer.

Responsibilities

As a key member of the Children and Families Service Management Team, lead, direct and manage the strategic development of Education, Learning, Transitions, Inclusion and Attainment and in accordance with Getting it Right for Every Child, deliver improved outcomes for children and young people.
As Head of Service of the Council, contribute to corporate decision making and to the formulation and delivery of the Council's corporate strategy and change programme. Support Elected Members in determining the Council's overall strategic objectives and priorities.
As Chief Education Officer, ensure the education authority performs all statutory functions as outlined in legislation.

The Individual

You will have proven record of strategic management, held a management position within public sector, experience of managing financial resources, evidence of leadership within multi-agency context, be able to demonstrate success in change management.

You will have a good working knowledge of legislation framework, the Scottish Government and national agenda to ensure the Council meets its commitments. You will also have experience of working within a socio-economic area of deprivation.

You will have experience of managing financial resources and appreciation of aspects relating to value for money, probity and accountability. You will have evidence of successful leadership of teams within a multi-disciplinary context along with experience of engagement and negotiating with trade unions and staff groups. You will be able to demonstrate success in change management and changing cultures in a way that has successfully improved services and modernised ways of working.

You will have experience of providing advice and support to elected members along with proven record of successful partnership and collaborative working with a range of public bodies, private and third sector.

You will have excellent written communication skills and the ability to produce reports on complex issues. You will have excellent leadership and interpersonal skills with the ability to form positive relationships at all levels. You will have strong advocacy, negotiating and influencing skills, with the ability to present ideas and proposals effectively at senior levels. You will have evidence of innovation in the formulation and implementation of policy.

You will have clear analytical skills to allow the exploration, evaluation and interpretation of information and opinions along with strong decision-making skills with the ability to make decisions and recommendations based on the analysis of options.

You will have ability to make recommendations based on sound risk management principles and contingency planning, within financial, legal and ethical frameworks.

You will have successful record of engaging effectively with others, building productive working relationships, including high profile stakeholders, statutory authorities and private sector. You will have ability to motivate specialist teams to achieve high standards of performance.

You will have capacity to work under pressure to meet deadlines, satisfy political objectives and organisational priorities. You will be able to demonstrate commitment to, and achievement of, equality and diversity issues. You will be highly motivated, able to inspire confidence in others and command respect.

This post is considered Regulated Work with Children, under the Protection of Vulnerable Groups (Scotland) Act 2007. The preferred candidate will be required to join the PVG Scheme or undergo a PVG Scheme update check prior to a formal offer of employment being made by Dundee City Council.
