The Council is undertaking an ambitious digital transformation programme and is seeking to enhance the capacity and capabilities of the IT Service. A key strand of the programme is the upgrade or replacement of many of our large Management Information Systems. We are looking to recruit an experienced and highly motivated individual to join our IT Business Services team who will have a focus on effective utilisation of Council Management Information Systems (MIS) as well as enabling Council wide digital transformation. 

Key areas of responsibility include
Provision of an IT Account management role for Council services (including MIS contract management).
Management and development of Council IT systems and management of supplier relationships.
Undertake specification, evaluation, procurement and implementation of new or replacement systems.
Provide IT guidance and technical solutions to enable digital transformation.

Skills & Experience
Technology – you will need a background in digital technologies and have problem solving experience. You will also need proven experience of managing/developing business systems and have an understanding of the risks/threats that systems can pose to the council.
Thinking – strong analytical & strategic thinking skills are required.  You require the ability to adjust priorities and multi-task. You require to work with council services to help redesign processes and optimise use of council systems.
Verbal/Written Communications - you will need to be a good communicator with strong people skills and have experience of producing/evaluating technical specifications and be able to produce clear and fluent reports.
Change management - experience of delivering change and experience of influencing, negotiating and building relationships is required.
Exposure to M365, ITIL, and Project Management methodologies in a corporate environment would also be advantageous.

Please note
This role this role will be remote working from the successful candidate's home for the forseeable future.  However you should be willing and able to visit our HQ in Haddington or other council sites as required.  Longer term options for continuing home working, hybrid working and full time office based working are available.

Job Details

To work as a senior member of the IT Business Services team with a primary focus on the effective utilisation of the Council’s Management Information Systems (MIS) to enable Council wide digital transformation. The key areas of responsibility are:
 Provision of an account management service on behalf of IT to all Council Services.
 Management of the Council’s Management Information Systems.
 Specification and procurement of Management Information Systems.
 Supplier and contract management. 
 Providing Level 3 IT Support.
 Support and development of the MATS Low Code environment as required
 Provide professional advice and guidance to enable digital transformation.
 Undertake evaluation, selection and standardisation of new technologies.
The post holder will be a proactive and forward-thinking individual with experience of developing, procuring and implementing new application systems and managing system supplier contracts.

Job Requirements

Relevant Qualifications
Relevant degree and/or able to demonstrate equivalent in-depth knowledge, skills and competencies gained through relevant experience in this field.

Driving Licence
As the duties of this role require you to effectively travel to successfully undertake the full remit of the role, you must hold a current driving licence and have access to a vehicle.*
