We have an exciting opportunity for a Roads officer to join a flexible team of professionals within East Lothian Council Road Services team. We are looking for a self-motivated individual who has knowledge and experience in transport analysis, parking demand and design, parking management and expertise in transport and traffic modelling. You will assist in the design and development parking models and the evaluation of parking measures across East Lothian as well as monitoring and evaluation of transport programme relating to parking and modal shift. You will support and work across Roads and Growth and sustainability project development teams in the delivery of the broader place making agenda.

With a degree in civil engineering or Transport planning or relevant subject and Incorporated or Chartered Membership of a relevant Institution, you will have excellent knowledge and experience in Transport Planning, data analysis and transport legislation. We are also looking for broader knowledge of project management, general planning requirements and placemaking, as well as having skills in geographic information systems (GIS) and transport analytical tools. You will be required to prepare detailed written report, presentation, reviews and prioritise work on tight timeline to meet business plans and programmes. You will also need to be able to prepare contracts and engaging external service providers.

The candidate will need to be confident with good verbal and written communication skills who can quickly establish good working relationships. You will also need to be IT proficient as digital technology as multiple systems are used daily in all tasks preformed. You will work as part of a multi-disciplinary team across service areas under the place directorate working with technical staff from Roads Services and Growth and sustainability, as well as Councillors and members of the public.

Job Requirements

Relevant Qualifications
Educated to HNC/SVQ Level 2 in Civil Engineering or related discipline and/or able to demonstrate equivalent knowledge, skills and competencies gained through relevant experience.

Driving Licence
As the duties of this role require you to effectively travel to successfully undertake the full remit of the role, you must hold a current driving licence and have access to a vehicle.*
