We’re an ambitious Council, transforming what we do and how we do it to best serve the people of Fife. We’re working in a time of challenge and opportunity, delivering services with reducing workforce numbers, increasingly tight budgets, and rising public expectations. Over the last year we’ve changed the way we approach the budget challenges ahead, providing a clear focus on service redesign based on data-driven analytics and on medium and longer term financial strategy and planning.
We’re looking for a Head of Finance who has strong technical skills coupled with strong leadership, insight, political acumen and the ability to innovate, be responsive to the needs of the Council and help deliver new ways of working
You’ll be a qualified accountant with current membership of a professional body such as CIPFA or equivalent. You’ll have significant experience in successful financial management and providing trusted and influential advice to senior managers and elected members. You’ll have experience as a manager, working within a political and partnership environment, helping to develop and implement strategy and to resource and deliver strategic objectives sustainably and in the public interest.
You’ll shape, lead and drive delivery of financial services across the whole Council. You’ll provide advice and support across a broad portfolio that includes long-term financial planning, medium term financial strategy, identifying and managing risk and opportunities, audit and performance management arrangements, and managing pension funds. You’ll innovate and lead change, making best use of resources and technologies to ensure our finances remain robust and well-managed and position us to meet the changes and opportunities ahead. You’ll ensure that public money is safeguarded at all times and used appropriately, with organisational decision-making grounded in solid financial criteria, analysis and insight.
You’ll have the drive to innovate and lead change, engage and empower, and think corporately, strategically and differently. You’ll have the experience and enthusiasm to identify and respond positively, flexibly, and pragmatically to emerging issues. You’ll have the confidence and credibility to contribute as a visible and inspiring leader, working in a senior role in a political and partnership environment across a range of financial and corporate responsibilities. You’ll have the skills to manage significant staffing and budgetary responsibilities, and ensure fulfilment of statutory functions and business critical activity.
