The Child Protection Committee (CPC) Quality Assurance and Development Officer will have a key role in the development and implementation of a strategic framework for the delivery of Child Protection Learning and Development activities within the partnership.

Additionally, you will support some quality assurance and improvement activities within the partnership.

Managed by the Lead Officer for the Child Protection Committee who is accountable to the CPC Chairperson and the CPC.

Main Tasks:

  • Working with Leads within the Partnership (Police, Local Authority, Health and the Voluntary Sector) the post holder will have a key role in driving the Learning and development activities in line with the expectations contained in the National Child Protection Learning and Development Framework.
  • Developing and implementing quality assurance systems and self-evaluation processes as directed by the CPC.
  • Contribute to the development of a culture of continuous improvement across agencies.

Job Activities:

  • Co-ordinate the delivery of agreed Child Protection Training to the partnership.
  • Co-ordinate and support the work of the Work Force Development Group.
  • Evaluate and regularly review the training delivered on behalf of the CPC.
  • Evaluate and regularly review the training delivered on behalf of the CPC and design strategies and mechanisms to measure the impact of CPC training and development.
  • Ensure that training is fit for purpose and where appropriate contribute to the revision of training based on evaluation analysis.
  • Provide support for and involvement in, self-evaluation and auditing activities as directed by the Self Evaluation & Improvement Working Group.
  • Support the development of multi-agency evaluation mechanisms in child protection.
  • Contribute to the development of performance indicators and quality assurance mechanisms in a multi-agency context.
  • Assist the development of a comprehensive, efficient and effective approach to management information in relation to statistical analysis and evaluation in child protection.
  • Contribute to the CPC Improvement Plan in respect of Training and Development and quality assurance and evaluation in child protection activity.

  • Other related activity directed by the Adult Protection Committee and Working Groups.

Decisions Made:

These include:

  • Deciding on the design, content, delivery, and evaluation of training commissioned by the CPC and Workforce Development Group.
  • Deciding on the design of data collection, audits, methodology, plans and timescales in respect of CPC self-evaluation activity in conjunction with the audit lead.
  • Assisting the Working Group Chairperson in decisions relating to the work of the Working Group.

Work Complexity:

This includes:

  • Ability to think strategically and apply critical analysis.
  • Ability to interpret and analyse complex information and present recommendations.
  • Playing a key role in leading and supporting training and development opportunities within and across member organisations.
  • Ensuring CPC multi-agency Learning and Development work complements single agency approaches.
  • Keeping up to date with developments in Child Protection Learning and Development at a local and national level and ensuring directives from the Scottish Government, legislative and policy changes are incorporated at local level.
  • Contribute at a national level on aspects of Training and Development, on behalf of Fife CPC.
  • Liaising with a range of practitioners and managers across a variety of agencies.
  • Assisting the Chairperson of the Workforce Development Group in relation to the work of the working group.
  • The development of auditing mechanisms to evaluate the use and impact of CPC materials, literature and learning opportunities in the context of quality assurance.
  • Ensuring CPC multi-agency quality assurance work complements single agency approaches.
  • High level of report writing skills; direct reporting to CPC Lead Officer; Workforce Development Group and to CPC.
  • Representing Fife CPC and working on behalf of the Committee in all aspects of the role.
  • Application of a high level of initiative and sensitive conduct in reacting to and addressing the needs of practitioners and others involved in child protection activity.

The Person

If you meet the essential qualification criteria outlined below, we’d like to hear from you:

  • Educated to SCQF level 9, which includes a Degree or Professional Qualification, with relevant registration, where pertinent (e.g. NMC, SSSC).
  • At least 2 years post registration experience of working in your core discipline a frontline Child Protection activity.
  • Knowledge of professional practice models and standards.
  • Experience of delivering training to front line and the specialist workforce in Child Protection.
  • Experience of participating in Quality Assurance and Improvement Activities.
