Job Description





Based within the Chief Executive’s Department, Corporate Procurement team and reporting to a Category Manager you will require to take ownership of the tendering process for a wide range of assigned commodities for Works, Goods & Services, including Mini Competitions, EU and Regulated procurement, with a specific focus on the delivery of construction projects for the councils City Deal programme. You must be able to understand and apply Public Sector Procurement Regulations.

Applicants must  have experience in delivering end to end tendering processes for construction projects , including commodity, supplier and supply chain profiling, spend analysis, comprehensive market and supply chain research, specification development taking into consideration sustainable procurement, support business case development, building of tender documents, evaluation and supplier selection/award criteria, award the contract and conduct any debriefs as required, , ensure appropriate eProcurement mobilisation, ensure appropriate supplier  mobilisation  and undertake robust contract management. You must also be able to demonstrate an understanding and application of NEC3 Terms and Conditions and be in a position to discuss and agree with clients an appropriate commercial model. You will be required to carry out the procurement process using Public Contracts Scotland (PCS) and Public Contracts Scotland – Tender (PCS-T) so experience in using both systems is a desired skill for applicants.   You will be able to deliver target savings, efficiencies and recognise opportunities in order to deliver added value for the Council and Services.

Experience of ownership of the full procurement process, from sourcing strategy to award, across commodities for Construction and Trades and Construction Consultancy is critical to this post, as well as a flexible attitude to undertaking any other commodity procurement as may be required.   

For all commodities, you will provide expert specialist procurement advice and guidance to suppliers, client departments, colleagues and external stakeholders, delivering a customer focused and professional service.
