Job Description


We are recruiting an experienced Contingency Planning Officer for one year to join our Resilience Team. The post holder will have practical knowledge and experience of contingency planning, resilience and risk functions, demonstrated through working in a similar role in an organisation of comparable size and complexity. The post holder will be responsible for delivering Midlothian’s emergency planning response, preparation of business continuity and contingency plans and act as a lead officer providing advice and guidance to other Council services.


HNC/HND or SVQ3/4 or equivalent level qualification is the minimum educational requirement, alternatively the Professional Development Award in Resilience Management (SCQF Level 9) is an acceptable alternative.  The jobholder also needs strong report-writing skills; a clear understanding and experience of planning techniques such as critical path analysis; good networking and communication skills; and an ability to persuade business, voluntary organisations and senior managers to accommodate emergency planning as part of good, forward planning practice.

Considerable experience and knowledge of emergency planning and business continuity, notably for large public bodies, is an essential requirement as this jobholder is the lead professional for emergency planning matters in Midlothian Council and as such, must advise the Council.


Practical experience and knowledge of emergency planning in a local authority.

Emergency Planning College spinal course training in Civil Protection (emergency planning and business continuity). 

Emergency Planning College training in key specialist courses, such as Accidental Toxic Release and Animal Diseases.

Full Membership of the emergency planning Society

Based on you working 36 hours over 52 weeks per year the minimum actual salary for this position is £35,409.35 per annum.


Compliance with the mandatory Cabinet Office PSN (Public Sector Network) Code of Connection requires the Council to meet a baseline personal security standard. This requires completion of a basic/standard/enhanced disclosure check for all employees who can access official information. The fee for this PSN Disclosure check is £25 and the successful candidate will be required to re-pay to the Council the fee through payroll deduction.
