Job Description
To lead, develop and quality assure the Public Health responsibilities with Environmental Health including Community Safety/Antisocial Behaviour and determine what actions are required to ensure that changes are achieved to timescale, standard and budgets. Develop, implement and evaluate the Community Safety Strategy and associated plans. Work closely with the Community Safety Partnership and a variety of internal and external stakeholders as well as communities. Lead, develop and implement all aspects of the Public Health Scotland Act 2008 and Antisocial Behaviour Act 2004. Co-ordinate support for all Antisocial Behaviour initiatives and line manage Community Safety/ASB staff.
Responsibilities
Lead responsibility for Public Health, including investigation and enforcement.
Lead responsibility for Community Safety and Antisocial Behaviour development, ensuring synergy with Housing & Social Work service and Police Scotland, including strategies, policies. Implementation future planning and determining what actions are required to ensure that changes are achieved to timescale, standard and budget.
Provide leadership to the staff engaged in Public Health, Community Safety/ASB and advise the Community Safety Partnership.
Responsible for the direction, training and development of the Community Safety/ASB staff. This includes prioritising and evaluating activities across Community Safety/Antisocial Behaviour ensuring strategic links with Community Planning partners
Ensure communication links are in place with all functions of the Moray Council and Partners to ensure that knowledge of Community Safety is up to date and duplication of effort is reduced. Work with partners to align resources, budgets and activities to determine outcomes identified in Moray 2023 and associated Community Safety Strategy.
Day to Day management of the Public Space CCTV system in relation to maintenance.
Contribute to the formulation and implementation of and complying with the objectives, policies and procedures of the Environmental Health section.

Considerable period of relevant working experience
Managing, developing and motivating teams including robust performance
Knowledge of the issues and practicalities surrounding crime and disorder
Professional qualification in Public Health/Community Safety or demonstrable experience
Facilitating, managing and highlighting areas of improvement
Effective negotiating and influencing skills
Project management skills
Excellent organisational and time management skills
Proven ability to prioritise tasks/actions to work to deadlines
Competent use of IT equipment, software and effective keyboard skills
Ability to work on own initiative and as part of an effective team
An in-depth understanding of statutory requirements, new initiatives, legislation or policy to determine the impact on Community Safety
Experience of thinking creatively to develop innovative solutions to improve services
Ability to develop external funding bids
Implementation and evaluation of projects and initiatives
Demonstrable ability to analyse statistical information with attention to detail in the processing of information
Effective Observation skills
Possess good communication skills both orally and in writing
You will be expected to travel efficiently and effectively between various work locations within Moray to meet the operational requirements of the Service. Due to the rural nature of Moray this is normally undertaken by use of a car/van
