ROLE DEFINITION

To provide legal and administrative services to all Services within the Council as part of the Council's in-house legal team and in particular to form part of the Contracts and Licensing team to carry out Conveyancing and Licensing within Legal services.    

KEY TASKS AND RESPONSIBILITIES

Corporate Responsibilities

  • To manage/deliver the Service in accordance with the Council’s corporate policies and procedures and relevant strategy provision.
  • To manage/deliver the service outcomes, in the most efficient and effective way, that delivers the Council’s Strategic Priorities within the Council Plan and contributes to the production of Directorate Plans.
  • To manage and monitor Capital and Revenue budgets as assigned and contribute to budget development.
  • To lead, or contribute to, the preparation of cross-service business development plans, as required.
  • To ensure the effective management and leadership of employees, where appropriate.
  • To prepare and co-ordinate reports for the Council, its Committees or working parties and to attend these meetings as required.
  • To undertake any other reasonably required duties as instructed by Management or someone acting on their behalf, in addition to the role specific tasks & responsibilities detailed below.

Role Specific Tasks & Responsibilities

  • To provide legal services as required by legal management in conformity with the Council Plan and the Democratic Services Plan.
  • To be part of the Contracts and Licensing Team within Legal Services, undertaking primarily conveyancing and contracts and providing support to the licensing section together with other legal work required in relation to the whole range of local authority functions.
  • To advise other officers of the Council on any legal matter.
  • To advise the Team Manager (Contracts and Licensing) or Senior Manager (Legal Services) or equivalent of any difficulties arising in connection with the work of the legal section.
  • To undertake continuous professional development, keep up to date with changes in legislation affecting the provision of services within the Council and advise other solicitors and staff in the section of such changes.
  • To participate in appropriate training and supervision of the work of paralegal staff and also to participate in training of other Council staff where appropriate.
  • To assist other solicitors and staff within legal services as required.
  • To attend Licensing Boards and Committee and any other Council Committees if necessary.

  • Scottish LLB Law Degree, or equivalent Scottish qualification

Additional Information

A solicitor is required for the contracts and licensing team to cover a part time maternity leave post until around 31st December 2018. The applicant will be expected to deal with a full range of legal work including sale and purchase of land, leasing, community care, housing law and licensing law. This role may include some attendance at the Licensing Board and Committee and any other Committee where required.
