CLLD Assistant Project Officer

This is an exciting opportunity to join the Council’s Community Led Development team to take forward the delivery of the CLLD Programme and the community element of the Fisheries Fund (EMFF). CLLD is part of the Scotland Rural Development Programme (SRDP) and is a funding programme primarily aimed at promoting economic and community development within rural areas.
We are looking for an Assistant Project Officer to become an integral part of the CLD team, delivering the funding streams to Orkney communities, including the Council’s Crown Estate Community Led Development fund. You will work closely with the CLD Officer and provide administrative and financial support to the Orkney Islands CLD Local Action Group (LAG) and the Fisheries Local Action Group (FLAG) (the committee which takes the decisions on funding).
Duties will include providing the initial contact point for potential applicants, providing initial advice and on-going project assistance.
You will develop and administer systems for the accurate recording and monitoring of the CLD Programme’s financial expenditure, as well as systems for the accurate processing of applicants’ financial claims and for effective project monitoring and evaluation.
You will be expected to ensure management of approved cases conforms to national and local procedures.
You will assist in the promotion of the CLD Programme through the development of promotional material including leaflets and the website.
You will assist in the preparation of reports to the Scottish Government and the LAG/FLAG. In addition, you will be expected to take minutes and prepare agendas for the LAG/FLAG meetings as well as the new Youth LAG.
Responsible to the Service Manager, you must have a flexible approach, with good interpersonal skills and a high standard of accuracy in all aspects of the position is essential.
You should hold a qualification at SCQF 6/7 i.e., SVQ3, National Certificate, foundation Apprenticeship, Advance Higher Scottish Baccalaureate, HNC, Certificate of Higher Education, in Business Studies, Administration, Accountancy or other relevant subject. Where a relevant qualification is not held, you should have a minimum of 3 years previous relevant experience, as detailed in the experience section of the person specification.
You should be able to travel efficiently and effectively between various work locations within Orkney to meet the operational requirements of the Service.
