Project Co-ordination Manager

21 hours per week
£34,349 - £36,831 pro rata (including Distant Islands Allowance)

We are looking to recruit a Project Co-ordination Manager to help shape waste management for Orkney for years to come.

Environmental Services is a key front line function for the Council. It impacts on all residents and businesses in terms of our approach to collection, disposal and recycling of domestic and commercial waste. The post focuses on 4 key aspects:-
1. The development of a “waste strategy” to set the long term approach to waste management.
2. The delivery of several “Change Management” projects focusing on increasing recycling and thereby greater diversion of waste from our Household Waste Recycling Centres.
3. The ongoing development of options associated with the replacement of our aged Chinglebraes facility through structured project management approach.
4. The day to day point of contact and lead officer for provision of advice and guidance to all internal and external services, members and service users on the Council’s plans and policies to reduce waste to landfill and encourage greater recycling.

This work aims to address the need for cost reduction, cost mitigation in future years and possible income generation through the plans, policies and projects you will work on as a team.

The current Change initiatives are time limited and have a wide range of tasks, events, campaigns and promotions to be completed to achieve a stepped change in overall recycling performance, reduction of waste tonnages and specifically proper use of our facilities by businesses by helping them develop their own waste management plans and therefore meet SEPA regulations.

The current waste plan needs reviewing and updating to ensure it remains fit for purpose for future years, the Government continues to set ever more restrictive targets and encourages Councils to adopt higher standards.

This is a challenging and varied role and a key area of the Council’s Plan. It is a great opportunity to be at the forefront of a changing service. As a lead officer you will report directly to the Head of Service but will be in a team environment supervising a small team on the key aspects of the role.

You should have a degree level qualification in a “management” related area, ideally in Environmental Science/Waste Management.

Chartered Membership of relevant professional body is desirable.

You should be computer literate with a good knowledge of Microsoft software/design packages.
