An exciting opportunity has arisen to employ a Compliance Officer responsible for the asbestos management of Perth and Kinross Council’s property estate. As part of the Compliance Team you will be provided with an opportunity to make a positive and effective contribution to ensure the statutory compliance of the property estate. Working within a multidisciplinary department comprising Architects, Engineers, Energy Officers, Surveyors, Compliance Officers and Maintenance staff you will engage effectively with a wide and diverse audience including Technical and non-Technical personnel.
Property Services provide professional services for the development and maintenance of a significant portfolio of public buildings including secondary, primary and nursery schools, residential homes, offices, day care facilities, civic buildings and other facilities. The Service draws together all of the key elements of building operational management and construction, design and procurement.
Due to the critical nature of managing asbestos within the estate and the development of a significant Capital programme, there is a necessity to have a dedicated in-house Asbestos Compliance Officer to facilitate surveys and asbestos remediation works. The Capital programme includes work to existing primary and secondary schools, the development of new recreational facilities and creation of cultural facilities within the Perth and Kinross geographical area.
Duties will include:
• Ensuring that the management of asbestos is undertaken in accordance with Regulation 4 of the Control of Asbestos Regulations 2012 and any subsequent legislation.
• Developing and maintaining an Asbestos Management Strategy.
• Ensuring that the organisation of work activities within asbestos containing premises is adequately managed to control these activities to prevent or minimise exposure risks.
• Arranging and facilitating of asbestos surveys of existing buildings including sampling and testing of potential asbestos containing materials and re-inspections as necessary.
• Ensuring that asbestos remediation projects are managed and delivered in accordance with agreed specification and procedures, and supervise project works as required.
• Ensuring that professional advice is provided to service users on all asbestos issues, including providing expert interpretation of surveys.
We are looking for an enthusiastic individual who has relevant practical experience, preferably gained from working within the asbestos industry. To undertake the role we require excellent planning and organisational skills along with the ability to ensure target deadlines are achieved. It is also expected that you will be appropriately qualified for the post; the successful candidate must hold Certificate of Proficiency: P402 Surveying & Sampling Strategies for Asbestos in Buildings and Certificate of Proficiency: P405 Management of Asbestos in Buildings; or hold Certificate of Competency in Asbestos.
You will be self-motivated and confident with excellent interpersonal skills. Supervisory skills are also required as the post holder will be responsible for managing asbestos remediation projects. You should be able to produce reports using software packages, in particular Microsoft Office and be familiar with Property Asset Management Systems.
You must hold a current full driving licence, as travel within Perth & Kinross is a key requirement of the role.
