Perth and Kinross Council is embarking on innovative transformation in the provision of services for young people “on the edge of care”. This is an exciting new initiative to provide flexible, community based support to young people and their families and will reduce reliance on traditional residential care options.

As part of this new initiative a vacancy has arisen for a highly skilled and experienced Manager who holds a social work degree (or equivalent in a relevant discipline) to lead this new service. 

The primary purpose of this role will be to galvanise and motivate an enthusiastic, multi-disciplinary team to lead this radical change programme. You will promote the principle of working in partnership with the young person and their family to prevent young people requiring accommodation and to support a return home for those who are already accommodated. Staff will work flexibly, over a 7 day period, to strengthen relationships between young people, their families and their communities. 

You will lead a new multi-disciplinary team under a single management structure with a single philosophy of approach which will enable a rapid, focused and solution-based response from all partners in order to deliver innovative outcomes.

The role will include the monitoring and scrutinising of performance, quality assurance and continuous development of services, as well as the day to day resource management of a skilled multi-disciplinary team. The post requires significant experience of social work practice within services for Children, Young People and Families and a detailed knowledge of legislation, policy and practice related to the care and support of young people.

Responsibilities include ensuring compliance with national and local guidance, supporting the delivery of skilled multi-agency assessment; care planning, risk management and the ability to coordinate intervention to meet individual needs and to achieve agreed outcomes. This post will play a key role in promoting a culture of collaborative working with families and communities, reducing high risk behaviour, empowering young people to build and restore relationships and support well organised and coordinated support.

You will also assist in the development of strategic, locality and team plans and ensure processes and procedures are appropriate, up to date and efficient and able to deliver excellent care which is tailored to individual need.

Requirements

We are seeking an experienced, motivated and enthusiastic Manager who has a real passion for quality and improvement in working with young people. You will be a qualified social worker and have relevant experience of professional social work practice with children, young people and families and an acute awareness of the impact of child protection.  You will also be required to provide evidence of having implemented quality assurance, be experienced in performance management and able to provide examples of continuous improvement. You must be able to demonstrate your learning from these processes.

You will require strong interpersonal and communication skills to support effective multi agency working and chair complex meetings. You must have the ability to present coherent information, both verbally and in writing, to a wide audience and provide professional social work expertise in the provision of services for children and young people. You will have the ability to work under pressure, organise your own workload and support those under your leadership to meet deadlines while remaining enthusiastic, flexible and creative regarding the options available to support young people.

Qualifications

Social Work Degree or equivalent in a relevant discipline
Management qualification at SCQ level 9 or above or willing to achieve this within agreed timescale
Current registration with SSSC and responsible for maintaining annual membership
