Scottish Borders Council have an exciting opportunity to join its procurement team as a Procurement Officer. Working as member of a small team, the Procurement Officer role is responsible for carrying out a broad range of procurement activities in order to deliver internal service requirements and contribute to the development and delivery of departmental strategies and objectives.

The Procurement Officer will interact with officers from across the Council, to understand their requirements, and guide them through an appropriate and compliant procurement process, with appropriate support in place. They will be responsible for, and manage end-to-end, several concurrent procurement projects, which will range from Quick Quote exercises, through framework call-offs, up to complex and high value regulated tenders.

Candidates will have previous procurement experience, preferably in the public sector, and will ideally be qualified to CIPS level 4 Diploma but candidates with other relevant qualifications or who are able to demonstrate equivalent relevant experience, knowledge and skills necessary to undertake the role are encouraged to apply. The Scottish Borders lies midway between Edinburgh and Newcastle with excellent train links from Tweedbank and Galashiels to the rest of Scotland and to the south from Berwick upon Tweed. It is ideally places to access both Edinburgh and Newcastle airports. The area is set in beautiful rural countryside and is excellent for outdoor pursuits, in particular walking and cycling.

Role Purpose

This important role is responsible for contributing to the delivery of the Council’s requirements in relation to procurement to increase benefits to the Council, drive down cost and improve governance. The role will provide a proactive quality, procurement service delivering quantifiable outcomes and best value to the Council in support of the achievement of the Council’s plans and objectives.

This includes responsibility to contribute to the development and delivery of the Commercial & Commissioned Services Strategy, category plans and service delivery strategies, leading or contributing to the delivery of best practice collaborative and stand-alone procurement activity and delivering initiatives supported by supplier and contract management best practice, all while ensuring regulatory compliance.

Essential

Qualified to MCIPS (intermediate stage) or equivalent (SVQ/NVQ level 3 in procurement or CIPS qualification ladder at level 4)
OR
Relevant HND in Business Studies or an equivalent related discipline
OR
Demonstrate equivalent relevant experience, knowledge and skills necessary to undertake the role
