Job Description

Finance Officer (Accountant) - 2 Fixed Term Vacancies   1 x 35hrs    1 x 28hrs

Finance Services provides sound financial stewardship to ensure the council’s priorities are effectively funded and expenditure including procurement is appropriately monitored, controlled, and reported. Finance Services is split between transactional activities including payables, procurement, risk management and insurance, revenues and benefits and customer services and development; and Strategy which includes budget strategy, budget monitoring, preparation of year end accounts and providing financial support to all Resources.

This post is based in the Strategy Team and you will be responsible to the Finance Manager for the effective delivery of the finance provision in accordance with the Council’s statutory responsibilities, policies and procedures.

You will be required to contribute towards providing quality advice and support to Council departments to allow them to deliver services to the communities of South Lanarkshire. You will be involved in setting budgets for the coming year, and monitoring the performance against these budgets. Assistance in year end accounts preparation will also be a key role. Other elements of the job include preparation of financial returns, preparation of committee reports and general financial stewardship of the Councils financial resource.

The successful candidate should have experience within a financial environment, (ideally public sector) and evidence technical job knowledge and expertise and be able to demonstrate knowledge of the finance function within a specialist area and cross working within an organisation.

You should be able to demonstrate compliance with professional codes of practice.

As part of the role, you will be required to challenge, support, and improve existing business practices, reporting on their effectiveness, reliability, and/or value for money to provide assurance to management and stakeholders. You should be able to highlight risks and make recommendations for management.

Involvement in project management with associated governance responsibilities with the ability to prepare and scrutinise financial reports, budgets, accounts, and performance indicators.

You must have a Professional Accountancy qualification and membership of appropriate professional body and/or equivalent relevant experience.
