Job Description

Development Officer (Assessment and Moderation) - West Partnership

Hours: Teachers will retain their normal Terms & Conditions re holidays and hours

Location: Based in South Lanarkshire Council offices, with home working (travel across the West Partnership will be required) 

Please note: This post is open only to colleagues currently employed by one of the eight associated local authorities.

We are looking for a highly motivated and experienced individuals for a key and challenging opportunity within the West Partnership Regional Improvement Collaborative.  

As a Development Officer (Assessment & Moderation) in the West Partnership core team, you will be working in an innovative and growing networked learning system.  You will link with all eight local authorities which make up the West Partnership and their key partners.  You will contribute to a wide-ranging portfolio of operational support to the West Partnership to support increased practitioner confidence in the areas of assessment and moderation.

Accustomed to team working, you will have a very good working knowledge of current national, regional and local educational priorities’ particularly in relation to learning, teaching and assessment.  Recent experience of middle leadership is desirable.

*Where the successful candidate’s substantive salary is greater than the Principal Teacher Salary Point 3, they will remain on their own salary point and a remit commensurate with that salary will be discussed and agreed. Where the successful candidate’s substantive salary is less than the Principal Teacher Salary Point 3, they will incur a salary increase.


To provide support to the West Partnership Quality Improvement Teams and establishments, ELC/Primary/Secondary/Special, in the development of high-quality learning and teaching with a key focus on assessment and moderation.

General Functions:

  • Be familiar with all aspects of the West Partnership Regional Improvement Collaborative and be seen as a representative of the Regional Improvement Collaborative when visiting local authorities, educational establishments or when involved with partner agencies;


  • Support West Partnership Quality Improvement Teams and establishments with the implementation of the West Partnership Improvement Plan and actively encourage Equity, Excellence and Empowerment;


  • Support establishments in developing an integrated approach to learning, teaching and assessment. This will involve close collaboration with local authority officers across the West Partnership who have responsibility for these areas;


  • Support establishments in developing valid and reliable assessments related to the experiences and outcomes in all curricular areas of Curriculum for Excellence including those that are the responsibility for all;


  • Assist establishments in using the National Benchmarks to assess learners’ progress and take forward the assessment framework as outlined in Building the Curriculum 5 and the National Improvement Framework and Improvement Plan;


  • Support establishments to collaborate and develop partnerships including inter-authority partnerships to improve outcomes for learners; and


  • Support the delivery of professional learning in learning, teaching and assessment, action research, collaborative enquiry and improvement methodology.


Any other duties commensurate with the grade of post as delegated by the Senior Partnership Officer.  Duties will be aligned to current grade of post.
