Job Description

To achieve this, we are recruiting for the following post:


Business Partner – Strategic Procurement x 1 (People: Procurement of people based services, such as older persons services and homeless services)

You will work across Council Services at all stages of strategic commissioning to develop robust business requirements that drive and enable business transformation; develop more innovative and localised service delivery; drive the reevaluation of the balance between in house, external and shared models of delivery and work with partners in the development of models of sustainable growth for West Dunbartonshire.


About You:  You will be a procurement professional or you have commissioning/service redesign experience. You have excellent business relationship management and communication skills and are pragmatic and measured; adopting a flexible approach to addressing challenges and realising opportunities. You operate effectively at a strategic level: quickly building trust in your abilities and your professional credibility; you are adept at working in a political environment and promoting the procurement function as a strategic enabler of business transformation. You understand what it means to work in a complex, diverse organisation and take a strategic approach to decision making. You have a demonstrable track record in developing and implementing Category Strategies and/or Commissioning Plans. You work constructively with stakeholders to develop innovative, evidence based business specifications. You have experience of managing a strategic supply base.You are experienced in leading change with proven project management and leadership skills. You develop and motivate teams to successfully achieve agreed outcomes. You have excellent commercial acumen and can critically analyse, evaluate and present complex information in a useable format; using a range of data from a variety of disciplines including business finance and costs structures. You are proficient in Microsoft Office. You have high standards of professional ethics and personal conduct. You are positive, resilient, self motivated, proactive and disciplined. You take ownership of your own performance and manage competing priorities within challenging timescales. You’re ambitious, driven to achieve and committed to professional development. You hold full membership of the Chartered Institute of Purchasing & Supply; or are qualified to degree level in a relevant business related discipline; or have equivalent work related experience.

Requirements

This post is considered as Regulated Work with Children under the Protection of Vulnerable Groups (Scotland) Act 2007 and as such membership with the PVG scheme is essential. Further details of this scheme can be found here.

Preferred applicants will be required to become members of the relevant PVG scheme, or undergo a PVG Scheme update check prior to a formal offer being made by West Dunbartonshire Council.
