West Lothian Council has an enviable reputation for the innovative and extensive use of ICT in delivering and supporting services.

Reporting to the Service Portfolio and Programme Manager, the role sits within the Service Portfolio and Programme Management team and is critical in the delivery of effective and efficient IT Services across the council.

As a Service Project Manager you will work alongside 5 existing Service Project Managers. The post holder will play a key role in shaping IT Service delivery within West Lothian Council.

This role combines service and project management disciplines to provide high quality, end-to-end services from project inception to implementation.

This post is critical to the delivery and ongoing development of excellent, cost effective IT services which are able to respond quickly, adapt progressively and meet ever increasing council demands.

The post holder will deal with Depute Chief Executive, Heads of Service, senior managers, IT staff, customers and suppliers on a regular basis, taking into account their needs and balancing this with the needs of the council.

The IT structure is based on ITILv3 and you must have a comprehensive understanding, knowledge and experience of good practice. Applicants will also have extensive experience in IT with proven project management experience ideally in the delivery of both business and IT projects. The post holder must have the experience and ability to manage multiple projects varying is size & complexity simultaneously. The council delivers projects applying project governance based on PRINCE II.
