ABOUT THE JOB

Applications are invited for the role of Estates Projects and Strategic Planning Lead working within the Estates Senior Management Team. This is a critical senior strategic leadership role, with responsibility for the design, development and delivery of Estates Capital and Revenue construction projects throughout Police Scotland’s property portfolio.

You will have responsible for leading development, and the implementation of an effective life cycle and investment planning strategy to maximise value, reduces risk and improve the property portfolio, with national budget responsibility and accountability exceeding £50m per annum.

The role also leads on construction related aspects providing strategic, professional and technical guidance to all areas of Police Scotland and the SPA. You will lead a multi-disciplinary team comprising a range of Construction Professionals with responsibility for a varied portfolio of multiple projects across all aspect of the Police Scotland Estate.

You will be accountable for Projects statutory compliance and legislative requirements, relating to H&S and CDM legislation and hold responsibility in ensuring that all financial and contract auditing procedures are in place and fully complied with.

As part of the role you will contribute to wider business policies and strategic plans as part of the Estates leadership team. In addition, the post holder is required, to deputise for the Head of Estates as required and represent the department at various committees, project boards and external forums.


ABOUT YOU

You will be educated to degree level or an equivalent professional related professional qualification (RICS/CIoB/RIBA) in an Estates related discipline or substantial post qualification experience at a senior level within the building sector (Public and/or Private).

Extensive senior management experience, including strategic decision making within a highly complex organisation of similar size, scope and geographical spread.

Experience of developing innovative solutions to complex problems whilst demonstrating best value and best practice.

Successful track record of leading the procurement of large complex, high value, national procurement contracting.

Demonstrates significant knowledge of Estates construction projects and service delivery, including statutory and legislative requirements.

This full time post is flexible across Scotland, is permanent and requires Management Level Vetting. You will work 35 hours per week, Monday-Friday, 9am-5pm.
