Job Summary

To be responsible for leading a comprehensive review of the current structure and delivery of ICT. To deliver the next steps of the ICT restructure and thereafter design and define the department’s future form and function including the development of innovative strategies and proposals for transformation and implementation that meets the ICT strategic requirements for Police Scotland.

Responsibilities and Duties

  • In conjunction with the Head of Service Management, lead on the design and development of a revised structure that incorporates innovative strategic thinking and delivers future organisational Technology objectives and strategic requirements.

  • Lead the design and development of a communication and engagement approach that enables the strategic objectives of the Policing 2026 Strategy to be supported.

  • Lead the effective transformation of ICT that improves service delivery and meets the expectations of key stakeholders.

  • Develop and manage a transformation and implementation plan that ensures ICT has the right skills, capacity and capability to support strategic objectives.

  • To be responsible for the development of a fully costed implementation plan that supports transformation proposals.

  • As part of the ICT senior management team contribute to the budget setting for 2018/19 and beyond; with personal responsibility to ensure that consideration is taken of future transformation proposals.

  • To be responsible for the preparation and submission of all business cases to support future transformation bids for both capital and revenue requirements to support the ICT change programme.

  • Work with the Head of Service Delivery to identify a network of key stakeholders and develop and maintain working relationships.

  • Lead on engagement with key external and internal stakeholders regarding transformation of service provision and manage customer expectations.

  • To engage with ICT staff to scope current demand, capacity and capability.

  • To engage with ICT staff through workshops, group discussions and one-to-ones to encourage creative input in the transformation of Corporate Communication.

  • Champion the transformation of the ICT function into a highly effective and respected function.

  • Will be responsible for creating and maintaining a risk register associated with the transformation of ICT.

  • To consider the equality and human rights impact on all proposals for transformation.

  • Will be responsible for managing and assessing risk within all areas of managerial/supervisory responsibility.

Qualifications and Skills


Proven experience in leading an ICT function through a change process.

Ability to influence others at all levels.

External and Internal stakeholder management experience.

Excellent facilitation and presentation skills.

Excellent communication, stakeholder management skills.

Educated to Degree level (or equivalent) with extensive experience in IT

OR In the absence of formal qualifications, relevant working experience is required in order to support familiarisation and on the job training for the role.

Personable, pro-active, professional and able to demonstrate full commitment to exceptional customer care and service in all activities.

Ability to communicate and interact at all levels of the organisation.

Ability to work closely with colleagues in other corporate support functions.

Handles difficult personnel situations directly, using appropriate discretion, HR advice, and respect for the individual.

Excellent written/oral communication skills for reports and presentations

Policing 2026 is a collaborative and strategic programme of work being driven by

the Scottish Police Authority and Police Scotland that aims to transform the

police service incrementally over the next 10 years.

Police Scotland continues its public consultation on our Policing 2026

strategy and are now able to start to put the measures in place which will allow

us to begin the process of transformation that will be required once we have an

agreed strategy.

In order to start this vitally important transformation and change work, we will be

recruiting for some specialist roles to support us on this journey.
