Job Summary

Lead the design, development and implementation innovative service design and delivery approaches for policing in Scotland. This includes leading the achievement of demonstrable improvements both in operational and corporate performance through the use of innovative approaches

Responsibilities and Duties

Lead and deliver an innovation service for Police Scotland, providing high quality and robust information to support decision making and to deliver on Police Scotland’s strategic directions, outcomes and priorities.

Lead the design and build of an innovation hub as a Centre of Excellence for new service designs for Policing in Scotland.

Leadership of Police Scotland innovation development and planning working with the Head of Strategy, Insight and Innovation, and Director of Change.

Developing and maintaining detailed knowledge of policing services in Scotland.

Leading and ensuring the flexible deployment of expertise delivering the right level of support across Police Scotland.

Leading a team of service design professionals.

Leading as Senior Responsible Officer for a range of new service design initiatives.

Lead and manage the development, preparation and presentation of service proposals, reports documents, briefings for senior level and Board meetings and external agencies.

Lead production of service proposals and reports to the Executive, and develop and maintain the framework for innovation, providing guidance on its deployment where required.

Research best practice, processes, methodologies and approaches to service innovation in policing, and apply to practice.

Lead the creation and maintenance of a hub, ideas and information for stakeholders to use.

Lead the delivery of national and local service innovation reporting to ensure that Police Scotland is at the forefront of the latest developments.

Leads or contributes professional and managerial expertise to the development of initiatives, strategic plans and policy development within own area of expertise.

Effectively leads, manages and develops team-working within own area of responsibility and across the wider environment in which the post-holder operates.

Manage and monitor the performance of external consultants and contractors.

Management of complex departmental and project budgets.

Deputise for the Head of Strategy, Insight and Innovation as required

Will be responsible for managing and assessing risk within all areas of managerial/supervisory responsibility.

Qualifications and Skills

ESSENTIAL

Educated to degree level (or equivalent) in a relevant area with demonstrable experience in a similar environment including leadership of staff.

Experience of the design and delivery of structured innovation approaches and complex service design, bringing ideas from conception to completion.

Extensive experience of facilitation with senior leadership.

Extensive experience of working with academia and private sector partners.

Extensive experience of innovation management processes and the role of research and development in operations.

Experience of working to deliver innovation management within strict governance arrangements and complex bureaucracies.

Excellent process facilitation skills.

Experience of managing complex budgets.

High level of independent working.

Excellent planning and organisational skills.

Confidence in organisational representation at public meetings and events.

DESIRABLE

Experience in policing or a related discipline.

Ability to promote and support responsible organisational risk taking.

Good understanding of the theory and practice of innovation management, ideally in a public sector context.

Experience of policing.
