Job Summary

Lead the direction, strategy, performance, efficiency and development of the strategy and business planning functions across Police Scotland.

ACCOUNTABILITIES AND MAIN RESPONSIBILITIES

Lead and deliver policy, strategy and planning services providing high quality and robust insight and information to support decision making and to deliver on Police Scotland’s strategic directions, outcomes and priorities.

Management of the Strategy and Business Planning team to produce policy, strategy and business planning evidence and information that can stand up to scrutiny, and that makes a significant contribution to the development of Police Scotland services. This will include but is not limited to: the development of policy, business and strategic planning activities and external quality accreditations.

Management of a coherent alignment of policy, strategy and planning services.

Management of insight resources in partnership with service managers to support decision making.

Lead and manage the development, preparation and presentation of policy, strategy and business planning reports, documents and briefings for Police Scotland meetings, external agencies, senior officers, the executive leadership team, relevant committees and partners.

Lead production of policy, strategy and business planning reports and develop and maintain the framework for Police Scotland policy, strategy and business planning, providing guidance on its deployment where required.

Research best practice, processes, methodologies and approaches to policy, strategy and business planning, and apply to practice.

Lead the creation and maintenance of a Police Scotland strategic framework providing evidence and information for stakeholders to use. Manage the delivery of national and local data publications ensuring that the Police Scotland is at the forefront of the latest information and issues.

Qualifications and Skills

ESSENTIAL:

Educated to HND level (or equivalent) in a relevant area with good experience in a similar environment including supervision of staff.

Experience of designing and delivering the vision, strategy and objectives of a complex organisation.

Demonstrable analytic, research and problems solving abilities.

Demonstrable experience in leading, developing and managing an integrated planning framework.

Ability to lead and influence a wide range of stakeholders on complex issues, often with a high profile and media interest.

Manage a range of complex and contentious matters requiring a consistently high degree of support, persuasion and advocacy.

Ability to lead by example and inspire confidence and build respect.

Ability to develop strong relationships with a diverse range of internal and external stakeholders who may have competing agendas.

Be seen as a trusted adviser and thought leader and who can be relied upon to deliver effective outcomes.
