The Scottish Fire and Rescue Service (SFRS) is seeking an experienced and highly skilled Head of People and Organisational Development (POD), based at our National Headquarters in Cambuslang.  This is a full-time post however applications from individuals seeking to work on a part time, job share or flexible working basis would be considered.


The SFRS was formed on 1 April 2013 following a period of reform which replaced eight previous Fire and Rescue authorities. Its main purpose is to work in partnership with communities and a wide range of partner agencies to provide fire safety, prevention, protection and emergency response services that improve the safety and wellbeing of people throughout Scotland.


Following an internal restructure, a new post has been created working alongside the existing Head of POD to lead the development and implementation of the SFRS POD strategies, policies and procedures.  With people at the core of our business, improving the health and wellbeing of employees and promoting an inclusive workplace is a key part of the role.  The successful applicant will continue to develop the POD function to add value by providing transformational, strategic business partnering, change management, performance improvement, organisational development, talent management, workforce planning and employee engagement. 


Reporting to the Director of POD, the successful applicant must have an effective track record of working in a strategic POD/HR-OD business partnering role, providing leadership and management to their team, working in partnership with Trade Unions, managing large scale transformation programmes and developing relevant People strategies, policies and systems. 


The successful applicant should have a passion for excellence and an ability to demonstrate willingness to embrace change as well as the drive, determination and enthusiasm to ensure that we achieve our strategic objectives and deliver the benefits of reform.


The successful applicant will be able to communicate the SFRS vision and deliver that vision through excellent leadership, management and staff development.  They will promote diversity through positive policy development

at all levels in the organisation by influencing the corporate development in other policy areas, particularly service delivery. Applicants must meet the essential criteria for the role as detailed within the job description.

Salary on appointment will normally be at the lower salary point, with progression subject to regular review - in line with the SFRS performance appraisal arrangements.  A higher salary placing will be considered in exceptional circumstances subject to experience demonstrated.
