The Scottish Fire and Rescue Service (SFRS) are delighted to invite applications for the roles of Operational Head of Function (DACO) and Area Commander.


As a strategic leader, you will support the safe and effective delivery of Fire and Rescue Services to the communities of Scotland. You will work collaboratively with the SFRS Board, Strategic Leadership Team, Senior Management Board and other key national and local stakeholders; having a key role in delivering performance improvement strategies to meet SFRS strategic aims and objectives, leading by example and building on our culture of safety, teamwork, respect and innovation.


As a Strategic Manager with a detailed understanding of the issues relating to the SFRS, you will take a lead role supporting national resilience partnerships and seeking continual improvement to deliver outcomes that support the future vision of the SFRS.


These roles form part of the SFRS Flexi Duty Officer System and requires you to provide an operational emergency response to incidents as Incident Commander to lead, manage, support and resolve operational incidents swiftly and safely as well as provide support and leadership to other Flexi Duty Managers in their Incident Command duties.


Applicants must have a strong track record in contributing to and delivering outcomes, be innovative, forward thinking, committed to equality, diversity and inclusion and have the ability to communicate at strategic level, provide direction, horizon scan and influence future plans.


The eligibility criteria and selection process for both roles is summarised below;

Operational Head of Function

  • Applicants must be currently operating as a substantive and competent Area Commander and hold a current Incident Command Level 3 competency (or equivalent for external candidates).
  • The selection process consists of application shortlisting, psychometric assessment and a Selection Centre which involves an incident command assessment, presentation and formal interview.

Area Commander

  • Applicants must be operating as a substantive and competent Group Commander and hold a current Incident Command Level 2 Competency (or equivalent for external candidates). 
  • The selection process consists of application shortlisting, psychometric assessment and a formal interview with presentation.
  • Appointments will be subject to successful attainment of an Incident Command Level 3

The SFRS reserves the right to appoint and transfer individuals into alternative posts in order to meet the strategic objectives of the organisation. A pool of successful candidates who are not initially appointed will be held for a period of up to 18 months, following which the pool may be closed, in line with the exigencies of the SFRS.


The core work activities undertaken by SFRS uniformed employees are considered as “regulated work” under the terms of the Protection of Vulnerable Groups (Scotland) Act 2007.  As part of the selection process a PVG (Protecting Vulnerable Groups) check will be undertaken. This post has been determined as politically restricted.
