We are looking to recruit an Executive Director of IT & Digital Transformation that will take overall responsibility for the leadership, direction, development, and delivery of a cohesive digital service for the Care Inspectorate, which allows the business to fully realise the benefits of such deliveries.


About the role

The role will lead on all technology operations and evaluating them according to established goals as well as devising and establishing IT policies and systems to support the implementation of strategies set by the organisation.

The role carries the requirement to co-ordinate and drive the development of three interrelated change workstreams covering business development, digital development, and intelligence capability development to enable effective change and realisation of projected benefits.

The successful candidate will be responsible for the overall integrity and coherence of the programme and will develop and maintain the programme environment to support the individual workstreams within it.

You will provide a strategic steer to ensure that the Directorate continues to support the wider organisation in a way that consolidates excellence.

Along with the Executive Directors of Corporate and Customer Services, Scrutiny and Assurance and Strategy and Improvement, you will support the Chief Executive to deliver business and cultural change within the Care Inspectorate.


About you

You will hold a professional qualification in programme management and have significant programme management experience, preferably with an IT background including knowledge and experience of agile development methodology.

You will currently be working, or have significant experience in-depth programme management experience and project delivery experience with demonstrable ability to:

  • ensure successful delivery of a large-scale change programme
  • act as an organisational lead to ensure the successful delivery of core elements of major projects
  • ability to manage complexity of multiple delivery partners
  • managing external supplier provision and liaise closely with the in-house IT service
  • confidently deal with and influence suppliers, senior officials and produce clear technical and non-technical advice on complex issues

You will also have demonstrable experience of the:

  • successful delivery of large-scale projects in the private or public sector
  • successfully applying innovative approaches to sourcing services and of managing relationships with suppliers and partners
  • developing delivery strategies, work plans and schedules, required to ensure successful project and programme delivery

In addition, you will have proven technical understanding of legislative and industry-standard security issues and processes and of working with modern collaborative workplace technologies and systems.
