We are looking for an experienced Learning and Development Manager who is innovative, passionate and driven to develop a robust, proactive, and comprehensive approach to the management and provision of learning opportunities across the Kibble Group. As Learning and Development Manager, in partnership with other services and agencies, you will play a key role in delivering the development of practice, culture and systems to improve outcomes and ensuring the highest possible standards for our children and young people. You should be fully committed to delivering and developing our organisational vision and strategy.

What is the Job Function?

The Learning and Development Manager will provide a professional, comprehensive and innovative learning and development service to the Kibble Group. You will play a lead role in the strategic direction of the learning and development function and in the strategic direction of the wider organisation.

Main Duties

Strategic

• In partnership with the Senior Leadership Team, to play a lead role in the strategic development of an effective and professional learning and development function within the organisation

• Work with the Senior Leadership Team to identify areas where L&D can add value, and to lead solutions in support of achieving strategic goals to improve area and organisational performance

• Manage the implementation of a workforce learning and development strategy, addressing our strategic development priorities, and a learning & development model to fulfil the development needs of varying roles

• Develop and implement a robust evaluation framework for all learning activities, which assesses impact on staff, management and service users and measure the value of learning on organisational performance

• Liaise with managers and staff to discuss training needs across all areas within the Kibble group and develop tailored learning plans

• Manage the regular assessment and review of current learning and development strategy, to ensure that training meets the needs of the organisation

• Liaise and engage with stakeholders such as Scottish Government, other local authorities and other third sector organisations

• Participation & contribution on working groups and sub-committees, as required

• Maintain an awareness of change in the learning and development field and develop and introduce any new strategies which meet, and/or enhance, the learning and development objectives of the organisation

• Contribute to the development of approaches and systems that deliver across the five pillars of 'the Promise' to children and young people and their families

• Embed quality frameworks to drive organisational change.

Operational

• Lead, direct and coach the Learning and Development Team to ensure that they carry out their duties and responsibilities to the required standard

• Lead, develop and evaluate staff learning and development to meet registration requirements, current legislation and the needs of the organisation.

• Develop and maintain a pipeline model for recruitment of new staff and training of existing staff.

• Responsible for the continued development of blended learning and courses including the management of our online platform to meet the training needs of the organisation

• Ensure that all mandatory & registration requirement learning is completed

• Provide management information and statistics regarding specific learning and development issues as required by the Senior Leadership Team and provide an enquiry service for all managers and staff on learning and development related issues ensuring that all information is provided in a timeous and accurate manner

• Manage associated administration relating to the application of the organisation's learning and development policies including the maintenance of all learning and development records, ensuring these are kept up-to-date and compliant with relevant Data Protection legislation.

• Participate in any ad hoc learning and development project teams which may be convened from time to time, providing professional input and guidance as appropriate.

• Work in conjunction with the HR team to maintain gold IIP and IIYP awards and assist the organisation in working towards our ambition of platinum accreditation

• Embed quality frameworks to drive organisational change

• Support managers to identify staff development needs and ensure L&D needs are met using a range of methods and approaches and ensure HR needs identified are communicated to the HR Manager

What qualifications and experience are we looking for?

• Qualified to master’s level or equivalent in relevant discipline

• Management qualification

• Minimum of two years experience of management and leadership within a similar setting

• Excellent communication and interpersonal skills

• Knowledge and understanding of a broad range of special needs and additional needs, including behaviour, emotional and social difficulties, autism spectrum disorders, learning difficulties and health and mental health conditions that may impact on childhood and adolescence

• Thorough knowledge of the company and its products and processes

• Excellent organisational and time management skills

• Excellent decision-making skills

• Highest standards of professionalism and personal integrity

• Proven record of delivering business improvement through skills and capability-based learning interventions

• Strong facilitation capability with colleagues at all levels

• Clear understanding of sector registration requirements from a qualifications perspective

• Membership of a relevant professional body

• Experience & understanding of Investors in People and Investors in Young People is desirable
