Public Health Scotland is a new organisation between the Scottish Government and Local Government, working in partnership, to provide leadership to improve and protect the health and wellbeing of the people of Scotland.

Public Health Scotland launched 1st April 2020 with the formal status of a National Special Health Board employing around 1100 people, and with an annual budget of around £60 million, Public Health Scotland will provide authoritative information and services to support people and communities across Scotland. It will lead the national response to unforeseen health emergencies and will contribute to national and local government policy through its provision of robust data and intelligence.

Public Health Scotland (PHS) is responsible for leading and enabling the drive to improve health and wellbeing and reduce health inequalities across Scotland.

The role of the Digital and Data Innovation Directorate is to harness the power of innovation and data science to transform, expand and release the potential of our data and information assets in order to lead a data driven approach to improving public health outcomes nationally and locally.

The post holders are expected to be part of the data protection team which is responsible for: monitoring and advising on compliance with the 6 data protection principles; escalating issues to the data protection officer or Caldicott Guardian as necessary; enabling the smooth development and review of data sharing and processing agreements; reviewing applications for access to data to the health and social care public benefit and privacy panel; managing information rights, and other requests; carrying out IG audits; delivering training as required; and providing specialist data protection advice.

The remit of the fixed term post will include considerable work in creating an information governance environment for improving the safe delivery of multi-agency care for people affected by problem drug use and will therefore involve collaborating with local public health and clinical teams and other local partners. The remit of the permanent term post will include considerable work with reviewing applications for access to data to ensure that they are compliant with the 5 safe framework: safe projects, safe people, safe data, safe settings, and safe outputs.

Salary placement will start at the bottom point of the scale unless individuals have previous NHS experience.

Taking account of current restrictions, the posts will be mainly home based, until further notice in line with Government guidelines. When this changes, the posts will be based in Glasgow or Edinburgh (with an ongoing potential for some home working in line with our flexible working practice) and an expectation for some potential travel between the base and other PHS and partner locations.

Due to our national response to the ongoing COVID-19 Pandemic there will be an expectation for weekend and/or out of hours working
