Scotland Excel is an award-winning Centre of Procurement Expertise providing a wide range of procurement, commissioning, consultancy, and learning and development services for our members.

Since 2008, we have helped to establish procurement as an effective driver for local and national economic growth and wellbeing. Our £2bn portfolio of collaborative contracts supports the delivery of savings, social value, community benefits, fair work practices and environmental policy, and covers a wide range of public services including construction, roads, transport, environment, corporate and education.

We also provide procurement and consultancy services to help our members get the most from their procurement resources, ranging from ad-hoc tendering support through to transformation programmes and strategic procurement partnerships.

The Scotland Excel Academy offers applied learning programmes leading to accredited qualifications in procurement, leadership and management, coaching and mentoring, project management and business analysis, as well as short courses and workshops.

Scotland Excel is a non-profit organisation working with members from across the public sector including local authorities, health and social care partnerships, housing associations, and other public and third sector organisations.

About the role

This is a great time to join our expanding procurement team here at Scotland Excel, in a time of innovation and change. We are looking for an ICT Category Manager to oversee the management of an ICT and Digital category and to lead the development of sourcing strategies to deliver value-for-money and improved services for our customers.

Our team is committed to working constructively and collaboratively with our suppliers in developing value adding opportunities and harnessing the potential for our supply chain to support Scotland’s councils and wider public sector in delivering better outcomes and services and in improving digital performance and efficiency.

We are a forward-thinking team and whilst cost reduction activity remains important, our focus is beyond the traditional approaches, focusing on what are the best outcomes for the citizens of Scotland, working with strategic partners such as the Digital Office for product/service development, research, innovation and working collaboratively to improve digital access across Scotland.

This role will provide a high-level of expert knowledge and skill to ensure we are providing the best practice ICT procurement and strategic sourcing, maximising value from the supply chain and develop a well-defined procurement ICT category strategies and plans.

As the Category Manager for the ICT and Digital category you will be the dedicated point of contact for all procurement and supply chain queries associated with the ICT and Digital expenditure and to coordinate activities with other members of the team where appropriate.

An important part of your role will be to develop and manage relationships with key stakeholders, so excellent communication and interpersonal skills are critical to the success of these roles.

You will have demonstrable and proven experience of developing and managing ICT complex procurement projects including business cases, options appraisal, tender documentation, tender evaluation and contract award processes.
