An opportunity has arisen within our Strategy & Innovation Directorate for the Head of Business Improvement and Analysis. The role will be based in the Scottish Prison Service (SPS) Headquarters, situated within the Gyle Business Park - Edinburgh, however there may be the opportunity for home working.

About the Role

The main purpose of the role is to support organisational improvements, enhanced ways of working and to help embed a culture of continuous improvement across the SPS.

Developing and implementing Management Information Improvement Plan, ensuring the SPS meets its obligations in accordance with UK Stats Authority and wider public body expectations

To co-ordinate activity across the organisation that ensures alignment of organisational performance management, business improvement and change activities to ensure completeness, accuracy and relevance.

The key responsibilities for the role are;

· Develop, structure and implement business improvement management system which draws together existing strands of performance and creates new and informative measures.

· Design, organise and facilitate business analysis and change activity with staff at all levels and external stakeholders, developing a strong understanding of current and future requirements.

· Work across organisational and team boundaries to identify and diagnose opportunities to improve performance and enable the successful delivery of the organisations objectives.

· Supporting the prioritisation of improvement effort by developing, reviewing and analysing SPS’ KPIs/ performance management frameworks/ quality indicators and other management information, and undertaking analytical work to support evidence based decision-making.

· Oversee the development and implementation of the SPS management information Improvement Plan.

· Liaison with Justice Analytical Services (JAS) to ensure delivery of agreed actions agreed at Director/Head of Division level.

· A qualification in data analysis, Project Management, business improvement or related disciplines. Desirable

· Management Experience: Experience of working as a senior manager within a business improvement or continuous improvement role/function, with ability to effectively work across departments and support other business areas. Experience of managing individuals and teams in order to meet organisational objectives. Essential

· Designing & Developing Metrics: Experience of leading on the design, development and implementation of new recording metrics, organisational KPI’s and performance management frameworks, using project management methodologies to support continuous business improvement. Essential

· Critical Analysis & Report Writing: Experience of carrying out critical analysis of complex information derived from a variety of different qualitative and quantitative sources in order to provide robust assessment. Ability to apply knowledge in order to collate complex information into high quality, balanced and evidenced based reports, which identify trends and patterns. Essential

· Problem Solving & Decision Making: Able to demonstrate a high degree of problem solving and creative thinking, regularly utilising these skills to identify trends and patterns in information allowing for the root cause of issues to be addressed and for appropriate and evidence based decisions to be taken. Essential

· Planning, Implementation & Control: An ability to plan and implement an agreed course of action in a clear and concise manner and monitor outcomes, reviewing against agreed organisational timescales and benefits, taking appropriate and timeous action to address issues as they arise. Essential

· Communication and Interpersonal Skills: Excellent interpersonal skills with an ability to clearly and effectively communicate with a variety of organisational stakeholders both verbally and in writing. Able to adapt communication style dependant on situation and audience in order to influence others whilst demonstrating credibility. Essential

· Building & Maintaining Relationships: Accomplished people management skills with the ability to build and maintain effective, flexible and collaborative working relationships with a wide range of internal and external stakeholders in order to identify potential areas of improvement and to deliver successful organisational objectives.
