In the role of Learning and Development Manager, within the Leadership Development Team, you will be responsible for creating and maintaining a purposeful learning environment in the Scottish Prison Service (SPS) to enable development of our managers and leaders at all levels of the organisation, in line with the recently refreshed Leadership Strategy. With the introduction of professional qualifications and the SPS College becoming a credit rating body you will work to new standards, including CPD requirements, and will be involved in the delivery of ILM Management and Leadership.

You will provide and support the delivery of training products, individual tutorials, group workshops and staff CPD activities. You will support the design of teaching and assessment materials, monitor student progress, provide learning support, and ensure the continued alignment of teaching to professional practice in a range of areas. You will support the Theme Leads in ensuring all training delivery contributes to the overall organisational capability for the Scottish Prison Service.

You may have direct or indirect line management responsibility for Learning and Development staff.

The hours required in role will be predominantly normal office hours, however you may be required to work evenings/weekends in the delivery of training, according to business need.


Key Responsibilities

  • You will deliver learning and development activities, designing and utilising creative resources for use both online and face-to-face.
  • You will manage and maintain learning environments, including learning spaces, technology and administrative practices.
  • You will support the needs of staff in learning. You will consult and liaise with other relevant colleagues (internally and externally) to identify and support learners with Specific Learning Differences (SLDs).
  • You will support Theme Leads in identifying, enhancing and evaluating learning and development opportunities within their learning and development themes. You will assist with the preparation of learning and development materials, ensuring and maintaining the accuracy, currency and effectiveness of learning and development resources.
  • You will undertake marking, under supervision, of formative and summative assessments across a range of learning and development products.
  • You will promote Equality and Diversity in learning and development and maintain the infrastructure for open and fair learning opportunities.

If you have the following, we would like to hear from you:

  • Evidence of academic attainment at SCQF Level 6 (Higher level or equivalent), or above, ideally in the field of training practice, and be willing to undertake a relevant learning and development qualification at SCQF level 9 within the role, achieving this within approximately 18 months of taking up the position.
  • Evidence of your personal and professional development and how this has prepared and developed you for the role of Learning and Development Manager, within the leadership and management development function.
  • Experience of designing, developing and delivering quality assured learning and development products in the field of leadership and management development using a variety of methodology including classroom and online delivery and 121 tutorial support.
  • Experience of learning and development practices and theories with the ability to put these into practice in the workplace to achieve the best desired outcome for the learner.
  • An ability to analyse complex information drawn from a number of sources, and to identify, implement and evaluate solutions, in order to stay responsive to organisational and training needs.
  • Well-developed communication skills, both written and verbal, with evidence of your ability to vary your style of communication to ensure mutual understanding to internal and external stakeholders.
  • Accomplished people management skills with the ability to build and maintain effective, flexible and collaborative working relationships with a wide range of internal and external stakeholders to deliver successful outcomes.
  • Evidence of your excellent organisational skills, demonstrating your ability to prioritise, forward plan, manage competing demands, and work under pressure to ensure outputs are delivered within internal and external organisational timescales.
