The Advanced Collections Team Manager will lead and manage the advanced collections team to maximise income due to the council through the provision of an efficient corporate debt and aged debt recovery service, ensuring that the service is delivered in accordance with the council’s objectives and values as set out in the Corporate Plan, Corporate Debt Policy, the Revenues Unit Service Plan and other associated policies. This will include:

  • Co-ordinate and ensure the efficient and accurate recovery of local tax and service accounts debt due to the council.
  • Develop and report on The Corporate Arrears Recovery System (CARS), ensuring that the platform provides operational intelligence of dealing with multiple debts.
  • Leading on embedding a cross service approach for customers with multiple debts due to the council.
  • Work with key partners and stakeholders on reporting and performance measures.
  • Monitor and evaluate the efficiency of collection processes and develop and implement improvements as necessary.
  • Provide guidance to the team, wider unit and other council services in relation to the recovery and management of corporate and aged debts.
  • Develop and implement policy to ensure compliance with legislation, including implementing procedures to ensure the service is delivered in a forward thinking and customer orientated manner.

To manage development and training requirements in relation to supporting staff to efficiently manage and recover corporate and aged debts due to the council.

The Advanced Collections Team Manager will support the Revenues Manager in ensuring the delivery of a high quality, effective and efficient Revenues Service in accordance with the relevant legislation, case law, guidance, council policy, best practice and standards.

In the absence of the Revenues Manager or other Team Managers the Advanced Collections Team Manager will be required to provide cover and representation for them on any aspect of their duties.

Take the lead role in the delivery of service initiatives, including assisting with the formulation and implementation of policy and procedures and the specification and development of relevant IT systems and processes which will develop the unit into a forward thinking customer orientated service.
