Edinburgh, as capital city of Scotland, is noted as one of the most attractive cities in the UK to live, work and study in. The City of Edinburgh Council seeks to recruit an Accounting Technician to support the Council’s Treasury Management function

The Council’s Treasury Team manages the Council’s Cash Fund, which is an investment portfolio on behalf of the Council, Lothian Pension Fund and other organisations of between £200m and £500m. Investments include deposits and Certificates of Deposit with banks, loans to other local authorities, Supranational bonds and UK Government Treasury Bills. The Council also has a £1.5bn debt portfolio.   The team supports banking and associated services for around 200 Council locations.

Working in a small team, at the very heart of the Council, you will contribute to the delivery of a high quality Treasury Management service which meets the Council’s strategic aims, objectives and statutory obligations.

Working closely with the Treasury and Banking Officer who manages the Council’s cash investments on a day to day basis, the key duties include:

  • maintaining details of the Council’s investments and loans on the Council’s Treasury Management System;
  • preparing CHAPS payments for both domestic and international payments on the Council’s electronic banking platform;
  • entering trades and payments on the Council’s Custody system;
  • preparing daily cash flows; and
  • dealing with leasing companies.

Although the Job Description is a generic one for Accounting Technicians in Finance, this is a specialist Investment and Treasury Administration role. You must have previous relevant experience in investment administration or Financial Services and ideally hold the CISI Investment Operations Certificate or equivalent.

The successful candidate will be required to obtain a basic Disclosure Scotland certificate prior to commencing the role.

Our salary range typically reflects the initial starting salary and annually increases until it reaches the top of the range.
