We currently have an exciting opportunity to join Dumfries and Galloway Council as a Finance Officer, working in a dynamic and dedicated finance team. You will play a key role in supporting the delivery of high-quality services across our community.

 

We are currently looking for an experienced and motivated individual to join our Team. Finance Officers support a wide range of activities/services across the Council including:

 

Service Financial Support - Key activities include providing high quality financial advice and support to council services; preparation of budget monitoring reports; preparation of reports to Committees and Management Teams; preparation of government returns/grant claims; supporting the implementation of new government initiatives; and supporting the service in the identification of savings.

 

Corporate Financial Support – Key activities include supporting the preparation of the Council Annual Accounts; ensuring accounts comply with regulations and codes of practice; collation of government returns; preparation of reports to Committees and Management Teams; supporting budget setting and the identification of savings.

 

Capital Accounting - Key activities include monitoring and reporting on the financial progress of the Council’s Capital Investment Strategy; providing financial support to projects; preparation of reports to Committee and Project Boards; maintaining the Council’s fixed asset register; and the preparation of the capital notes to the Annual Accounts.

 

Treasury, Insurance and VAT – Key activities include the management of day-to-day cashflow; the preparation of the Council’s Treasury Management Strategy; submission of monthly VAT returns; preparation of Committee Reports; working with brokers to ensure adequate insurance arrangements are in place; and managing the insurance claims process.

 

 

 

 

Requirements

The Council is dedicated to supporting staff development and offer the opportunity for job rotation to gain broader experience/provide financial support to different areas of local government finance. The successful candidate will be placed into a position that best suits their skills and experience.

 

This position will provide the opportunity of hybrid working with a mix of home and office based (in Dumfries) working.

 

The ideal candidate will:-

  • Be a fully qualified Accountant (CCAB or equivalent).
  • Be highly motivated, enthusiastic, and an effective team player and leader;
  • have experience providing direct financial, accountancy and budgeting support and advice to services/projects.
  • possess a good technical knowledge of accounting codes of practice and financial regulations.
  • demonstrate excellent IT skills, particularly in the use of excel and financial software (the Council currently use Integra Centros).
  • understand and support the Council’s financial management and governance framework.

 

A part qualified CCAB accountant may be considered for an exceptional candidate.
