You will be responsible for the Transport Planning team within the Transport Planning Unit of Place Services, ensuring the provision of Transport Planning functions and projects in the Falkirk Council area.

Key duties and responsibilities include:

  • Managing project work, strategies and forward planning for the short (up to one year), medium (up to five years) and long term (5 years and over);
  • Assisting the Transport Planning Manager with monitoring the expenditure of the transport planning elements of the revenue and capital expenditure program including preparation of design briefs and preparation of funding bids for transport projects from external sources (e.g. Transport Scotland, SEStran, Sustrans etc);
  • Managing the development and implementation of the Council’s Local Transport Strategy and assisting with the Local Development Plan;
  • Providing analysis and feedback to the Council’s Development Management team and developers on proposed developments/planning applications including trip generation and junction suitability, swept path analysis and recommending and active and sustainable interventions required;
  • Managing the Council’s traffic count function and associated transport monitoring/modelling;
  • Preparation and presentation of analyses and reports, including Committee reports; responding to Elected Members, MSPs, MPs and the general public; giving evidence at public inquiries as required;
  • Assessing, providing feedback and monitoring implementation of travel plans (internal and external);
  • Development and management of the Council’s Car Parking Strategy;
  • Management of the Blue Badge scheme;
  • Assisting the Sustainable Transport Co-ordinator and Transport Co-ordinator with data analysis and preparation of reports as required
  • Liaison with internal and external bodies including other Council services, other Councils, ATCO, SCOTS, Scottish Government, Transport Scotland, Community Councils, Scottish Enterprise, Police Scotland, consultants, Scottish Canals, Network Rail, ScotRail, Sustrans, bus and train operators, contractors, Forth Valley NHS and Forth Environment Link;
  • Managing and developing staff within the team (currently 3 officers, 2 technicians and 2 casuals).

This post sits within the context of the Council progressing a major transformation program towards the ‘Council of the Future’, with investment in transport, economic development and infrastructure related projects intended to be a catalyst for the area’s transition to a greener, more inclusive and prosperous future.  The Transport Planning Co-ordinator post will have a significant role delivering the transport elements of this program.

You should be educated to degree standard in an appropriate discipline and have Chartered status (or be working towards) e.g. CMILT, MICE or equivalent with relevant experience of working in a transport related environment.  It is essential that you have the ability to manage and motivate employees.  You should have IT skills and experience and sound written and verbal communication skills.  A proven ability to manage multiple projects and to negotiate effectively will also be expected.

You should have the required skills, knowledge and experience that will make a positive contribution to the delivery of the Council’s Transport Planning function.
