Job Description

South Lanarkshire Council offers an exciting opportunity to work in one of the largest local authority areas in Scotland. The area combines the main towns of East Kilbride, Hamilton, Cambuslang and Rutherglen as well as smaller rural towns such as Strathaven, Lanark and Biggar and an extensive rural area that contains attractive landscape character and built heritage assets such as the New Lanark World Heritage Site.

The Council is about to start preparation of its next Local Development Plan at a time of significant transformation of the planning system. This includes the recent adoption by the Scottish Government of National Planning Framework 4 and the introduction of new style plans that will focus on the outcomes that they will deliver for people and places. They will be place-based, with the inclusion of a clear Spatial Strategy reflected in a collection of maps, site briefs and masterplans.

The Planning Policy Team is seeking 2no. senior planning policy officers to develop planning policy to address a range of challenging issues including the climate emergency, the nature crisis and enabling sustainable development while meeting the needs of our diverse communities and reducing inequalities. The positions also offer a great opportunity to be involved with a wide range of issues including community planning; the Council’s Open Space Strategy; enabling the delivery of well-designed places; and promoting the health and wellbeing of our communities.

You should have significant experience in developing planning policy documents and be able to manage all the different strands of preparing a Local Development Plan. This includes being able to work in partnership with our wide range of internal and external stakeholders by building good relationships throughout the plan preparation period as it progresses through the various stages to adoption. Key aspects of the posts include carrying out extensive research and data analysis; policy formulation, and participation in public and stakeholder consultations. In addition you will have an important role in mentoring more junior members of the policy team
