Job Description

South Lanarkshire Council is looking for a Head of Property Services who has the skills to manage a complex service. The ideal candidate will have the vision to help us to innovate and continually improve our service. You should have the ability to deliver our strategic goals and contribute to the council’s wider economic, environmental and development objectives.

You will be a key member of the Resource Management team within Housing and Technical Resources and will work corporately to ensure that the service contributes to and takes congnisance of the overall goals of the organisation.

While working effectively with partners you will lead, direct and manage the strategic and operational performance of Property Services and be responsible for the provision of a comprehensive repairs, maintenance, construction and property management service.

You will strategically manage Building Services, Assets and Estates and Consultancy Services and the delivery of programmes of work including capital and major revenue programmes and a property planning and asset management function. In addition, you will oversee the delivery of project and construction management, legislative compliance and planned maintenance programmes, and the provision of an energy management and advice service.

The successful candidate will demonstrate significant experience of construction, repairs and property management services at a senior level within a large, complex and dynamic organisation. You will demonstrate the ability and flair to innovate and continually improve our services – identifying and implementing new ideas and initiatives.

You will be a proven leader with a substantial track record of success within a related field to deliver strategic programmes leading to improved outcomes for our communities.

Crucial to your success, will be your ability to build trust and confidence. You will display a high level of personal credibility aligned with excellent communication skills that allow you to work productively with elected members, employees and our partners.

You must be able to offer clear strategic direction, be able to analyse and understand complex performance information, and be able to work with others to translate this into effective deployment of resources in order to achieve the highest levels of service delivery and customer satisfaction. You will develop a strategic approach to the planning, management and utilisation of the council’s property and land assets to support service delivery and programme working arrangements.

The Head of Property Services will have proven experience in inspiring staff to deliver excellence, excellent communication skills and the ability to build and develop effective relationships with customers and stakeholders. You will require the ability to work collaboratively within a multi-disciplined environment and drive forward a culture of teamwork, accountability and success.

Assessment Centre will take place on 14 June 2024.
