Who are APUC?

Advanced Procurement for Universities and Colleges (APUC) is the Centre of Procurement Expertise for, and owned jointly by, all of Scotland's Universities and Colleges; it provides a wide range of procurement / supply chain related shared services both as a central team and within Universities and Colleges throughout Scotland.

We currently employ around 85 people, many of whom are based in Colleges and Universities but with some based in our regional offices in Stirling (HQ), Glasgow and Edinburgh.

Glasgow Clyde College

Glasgow Clyde College is a fast-paced, exciting environment with a tendering pipeline covering Estates, ICT, Professional Services and more. Reporting (in College terms) to the Assistant Principal for Finance & Infrastructure the Procurement Manager will have a senior, influential role within the College, contributing directly to its success. Procurement is well-regarded within the College – APUC have provided a shared service here since around 2013.

Purpose of the Job

Reporting to the Head of the Glasgow Region Procurement Team, in this role you will work for APUC but be based within Glasgow Clyde College, covering a variety of spend areas within the College as well as ensuring that the relevant supporting activities including systems management and reporting are completed in line with institutional and statutory needs. The Procurement Manager will form part of the collaborative Glasgow Region Procurement Team.

The procurement manager will:

• have proven experience of working within a similar role

• have end to end tendering experience with appropriate knowledge of public procurement regulations.

Of particular importance is excellent stakeholder management, communication skills and the ability to be self-directed.

Knowledge and Skills

• Have outstanding and highly responsive customer management skills;

• Be of high intellectual calibre, with the highest ethical standards;

• Have the essential competencies of clarity of purpose, self confidence, integrity and strong influencing power;

• Have significant knowledge of Scottish/UK procurement legislation as it relates to the HE/FE sector;

• Have considerable understanding of the key ethical/social & environmental impacts of multi-level supply chain management

• Be conversant with generic (contract law etc) legal aspects of supply chain management

• Advanced knowledge of the principles of contract drafting and negotiation

Experience

• Preferably have at least three years procurement experience in an organisation with best in class purchasing practices

• Be experienced in tendering and supply chain management methodologies

• Data analysis experience and production of management reports

• Advanced spreadsheet skills and the ability to use financial models to present efficiency performance

• Report writing

• The post holder must build strong working relationships with all stakeholders and develop the reputation of APUC Limited as a source of expert guidance and support both to institutional customers and suppliers

• They must be able to win authoritative respect quickly among the client community

Context

• It is recognised that that post holder may have a small amount of competencies either at the level below (which shall be deemed to be areas for development) or the level above that noted as required. Salary levels and actual responsibilities shall vary therefore accordingly.

The appointment will be made on the following salary scales depending on experience and qualifications:

£38,000 - £44,000 per annum

Any cost-of-living increases are normally awarded on 1st August each year.

Hybrid working arrangements are currently in place. Full time staff work 40% of their week based in the office (at least 2 days per week)

Hours of Work

APUC has a 9.5-day fortnight working pattern (35.625 weekly hours)

8.30am to 5pm Monday to Friday one week, and 8.30am to 5pm, Monday to Thursday and 8.30am until 12.15pm on the alternative Friday. Flexible start and end times can be offered.

APUC aims to provide a safe and supportive working environment for all its employees. We have a team of trained Mental Health First Aiders, and all our people managers are trained to provide support for employees experiencing mental health issues.
