Caledonian Maritime Assets Limited (CMAL) owns vessels and harbour infrastructure necessary for vital ferry services serving many communities throughout Scotland. We have big ambitions to transform the ferry network in Scotland. Backed by a five-year £695 million investment plan from Scottish Government, our plans to upgrade and improve ferries and harbours are already well underway and we need an enthusiastic, innovative individual to join us in a new role to provide additional procurement support to the Company.

We are recruiting a Senior Procurement Officer to work across the whole organisation delivering transparent and open procurements, in a legally compliant manner, in order to deliver the Corporate Procurement Strategy and to offer expert advice and assistance to staff on procurement related matters.

The role

Reporting to the Procurement Manager, you will work as part of a small team and your key tasks will include:

· Prepare high quality, legally compliant tender documentation and undertake end-to-end tender exercises on behalf of the company using PCS-Tender.

· Provide procurement support and expert advice to CMAL staff to ensure best practice and best value for all procurement activities.

· Manage the tender evaluation process, creating evaluation matrixes, review responses with key stakeholders and prepare recommendation reports for sign off at the appropriate level.

· Prepare award/decline letters and final contract documentation following acceptance of a tender submission and ensure unsuccessful tender applicants receive appropriate feedback, including those who formally or informally challenge CMAL’s tender processes.

· Act as a procurement representative on behalf of CMAL at external meetings.

· Support the Procurement Manager in the preparation of information and evidence for both internal and external assessments.

Who are we looking for?

CMAL requires a motivated, professional, and diligent individual with a proactive and creative approach to problem solving and the ability to work autonomously and flexibly. We are particularly looking for someone with the following skills, experience, and attributes:

· Experience of operating in a procurement environment with a good understanding of public sector procurement and, in particular, tendering for works.

· Good written and oral communication skills, with the ability to produce accurate reports and act as external procurement representative.

· The ability to prioritise own workload, manage and complete tasks within tight timescales.

· Dedicated team player, who is capable of building strong, effective relationships both internally and externally.

· Working knowledge of the Public Contracts Scotland and PCS-Tender e-procurement portals.

· Knowledge of NEC and JCT contracts.

· Holds a Level 4 Chartered Institute of Purchasing and Supply (CIPS) qualification or is actively working towards this.
