For over 20 years the company has successfully tendered for a variety of welfare to work programmes, securing funding from several sources including Skills Development Scotland and the Department for Work and Pensions as well as grant funding from the Big Lottery and European Structural Funds, to support South Lanarkshire residents and businesses.

The company currently delivers the Scottish Government’s Fair Start Scotland Programme throughout South Lanarkshire and delivers services to young people and adults supported by Scottish Government’s No One Left Behind (NOLB) and the UK Shared Prosperity Fund (UKSPF).

WHAT WILL THE ROLE INVOLVE?

Due to recent expansion, an exciting opportunity has arisen for a Programme Manager to join the Leadership Team and have a key role in supporting our growth plans by further developing our client employability and skills services, operational processes, quality, and continuous service improvements. As Programme Manager, you will manage government funded employability and skills programmes and provide leadership to Team leaders and Operational Staff.

Reporting to the Operations Manager, the primary responsibility of this role is to ensure contractual performance targets are achieved through effective leadership and line management of staff within the employability and skills service. You will possess excellent interpersonal skills together with the ability to work imaginatively and flexibly to deliver results for our clients and stakeholders. For this role it is essential that you can lead and motivate teams to achieve contract targets.

MAIN AIMS:

  • Manage and increase the effectiveness of delivery of current programmes, achieving contractual performance targets.
  • Provide strong leadership and direction to Team Leaders and staff.
  • Establish goals and objectives for team’s and implement accordingly to help support / improve job performance, experience, ability and competence.
  • Develop and monitor performance standards.
  • Implement monitor and review training and development plans.
  • Conduct and record biannual performance appraisals.
  • Promote & maintain awareness and compliance of H&S in accordance with best practice and legal requirements.

DUTIES:

  • Manage day to day activities of programmes, teams, and individuals to achieve contract targets
  • Maintain and build upon partnership working to add value to client employability services.
  • Provide regular forecasts, figures, and reports to the Operations Manager.
  • Maintain and improve effectiveness and efficiency of contract delivery.
  • Monitor and review performance, including conducting biannual performance appraisals.
  • Ensure staff have the appropriate resources and training to deliver services, identify any gaps and training needs.
  • Monitor, review and address under performance.
  • Address any staff discipline or grievance issues, maintaining appropriate records in accordance with company procedures.
  • Deliver and maintain a quality service at all times in line with RTWS Customer Service Standards Policy and Procedures.
  • Carry out any other duties in line with organisational requirements.

WHO ARE WE LOOKING FOR?

ESSENTIAL SKILLS & KNOWLEDGE:

Essential

Extensive experience and proven track record in a management role

A relevant Leadership/ Management qualification or equivalent experience

Can demonstrate strong Leadership with experience leading multi-functional teams

Can demonstrate experience in providing direct leadership to Line Managers

Experience of working in an employment related service industry

Contract management experience of local authority, SDS, DWP and/or grant funding

Excellent computer skills and proficient in the use of Microsoft office packages

Excellent people manager, open to direction and commitment to get the job done.

Committed and passionate to meet stakeholder needs

Experienced in Performance Management, monitoring and reporting of performance

Target and performance driven to achieve KPI’s

Ability to problem solve and respond appropriately to a variety of situations

Understanding of Employment and H & S legislation

Full driving licence and own transport


Desirable

Evidence of continuing professional development

Knowledge of South Lanarkshire Labour Market

Extensive knowledge of welfare to work, vocational training, ILM and wage subsidy programmes
