Senior Project Officer (Stirling)

As the new Sustrans Senior Project Officer, embedded with our partners at Stirling Council, you will develop, design, coordinate and implement active travel infrastructure projects, including providing technical advice on active travel project design and implementation.

About the role

As the new Sustrans Senior Project Officer (SPO), at Stirling Council you will develop, design, coordinate and implement active travel projects in line with project briefs, and the identified time, cost, and quality standards.

You will provide technical advice on all aspects of active travel project design and implementation; and will provide reports for the Project Manager/Senior Projects Engineer/Team Leaders on project progress.

You will undertake the detailed design of infrastructure projects, which may include surveys, assessment/feasibility studies, investigation of alternative proposals, preparation of drawings, compilation of bills of quantities, and evaluation of cost estimates.

You will assist with the co-ordination, administration and monitoring of external consultants engaged to undertake the design and construction of project, including the preparation of briefs for the provision of professional services. Also assist with the selection of contractors and other service providers, with recommendations.

There will be a professional development opportunity in the role to participate in site supervision and monitoring of construction work, as Engineer’s Representative, including measurement, materials testing, etc.

Representing Sustrans, and also Stirling Council, you will develop internal and external relationships with key people within the council and others within local government, professional bodies and authorities to deliver a transformative active travel strategy.

Your day-to-day duties will be advised by the Local Authority, with line management provided by a Partnerships Manager at Sustrans.

This role will require travel and work at locations as necessary to undertake projects for Stirling Council on behalf of Sustrans. Candidates should live within commutable distance of Stirling. The location will be the Stirling Council offices (Stirling, FK7 7QA), four days per week, with options to occasionally work from home or from other Sustrans desk spaces such as in Edinburgh, Aberdeen, Glasgow.

About you

You should have professional experience in project design and delivery; be able to build relationships with ease; and a commitment to Sustrans’ vision and values.

You should be comfortable with all aspects of the role as outlined above and be an excellent communicator to facilitate writing applications for active travel funding opportunities. Communication skills will be further utilised in carrying out all aspects of consultation with other services and organisations (e.g. Police, Traders Associations, etc.) and the public, including community councils.

The following skills/experience/knowledge would be helpful in the role but not essential: AutoCAD; qualification in civil engineering; experience of competitive tendering and procurement; Construction (Design and Management) Regulations.
