Job Description

An exciting opportunity has arisen in Moray for the role of Principal Teacher of Music Instruction & Performance. The Music Instruction & Performance team sits within the Leisure & Culture Service as part of the Education, Housing & Communities directorate at Moray Council. The other teams within the Leisure & Culture Service include Libraries, Learning Centres & Heritage, Active Schools and Community Sport and Sport & Leisure. The Principal Teacher of Music Instruction & Performance is responsible for the co-ordination and management of all the operational aspects of the core Instrumental Music Instruction Service and Youth Music Initiative programmes delivered within Primary and Secondary Schools across Moray. The role will involve an element of weekly instruction within some schools as well as the management of both programmes. The team is made up of 12 members of staff – 3 through the Youth Music Initiative and 9 through the Instrumental Instruction Service. Over and above these two programmes there is also the management of the Moray Music Centre (an opportunity for young musicians to come together to play as part of an ensemble) and the annual Moray’s Young Musicians competition.

Requirements

1. Co-ordinate and manage all operational aspects of the instrumental music service incorporating the school day, evening and weekend activities. 2. Monitor budgets associated with the instrumental music service ensuring compliance with council policy and procedure. 3. Manage and develop the Youth Music Initiative (YMI) programme, including monitoring and reporting on the YMI budget. 4. Manage the recruitment and deployment of staff and ensure compliance with authority and HR policies and procedures in all matters related to staff management. 5. To undertake instruction of pupils within the service to a level of commitment as agreed by the line manager. 6. Plan, deliver and facilitate in service training for all music service staff. 7. Plan and conduct a programme of professional review and development for music instructors and facilitate appropriate CPD opportunities. 8. Uphold rigorous quality assurance measures across all programmes of work. 9. Manage and deliver an ensemble and events programme which showcases the full range of music service activity. 10. Manage the advertisement of the music service and promotional activities to highlight the high quality service for children and young people. Work collaboratively on local and national initiatives with appropriate partners.

A relocation package of £5400 (exclusive of VAT) may be available for this post This post is considered to be a ‘Regulated Role’ under the Disclosure (Scotland) Act 2020. Under the Act it is a legal requirement for an individual undertaking a regulated role with children or protected adults to be a member of the Protecting Vulnerable Groups (PVG) scheme. Therefore the successful candidate will be required to join the PVG Scheme or undergo a PVG Scheme Update check prior to any formal offer of employment being made by Moray Council.
