Finance and Property Services plays a key role within the council including the delivery of frontline services to the public in West Lothian.  As part of Finance and Property Services, the council’s Financial Management Unit (FMU) is recognised as a high performing service unit with a key role in ensuring the council makes the most effective use of resources to support delivery of services to customers.

Key aspects of the Finance Systems Section Leader role include corporate and management accounting, managing the Purchase to Pay and Systems officers and maintenance of the Finance Systems in order to deliver an effective payment and system support service in line with targets set within the FMU management plan and service standards.

The post includes responsibility for ongoing maintenance, administration and development of the council's IT finance systems: Purchase to Pay (PECOS), Accounts Payable and Receivable, General Ledger, Purchase Card, Treasury and BACS. The post includes responsibility for management reports, maintaining and developing Business Intelligence Reports and the Business Intelligence System.

This interesting and challenging post requires a sound level of accounting knowledge and the ability to communicate effectively with finance colleagues and a wide range of staff throughout the council and in external organisations.  The role will include opportunities to contribute proactively to development work both within the Financial Management Unit and across the council. 

As part of a highly motivated team you should have the ability to operate successfully in a dynamic working environment, with a proactive attitude and approach. 

You will have an HNC in Accounting or related subject, membership of AAT or part qualified accountancy qualification (CCAB or CIMA), with a knowledge of local government finance, however experience of working in a finance capacity in the public sector is not essential.
