This role will be responsible for the Fleet Maintenance Teams operating within West Lothian Council’s Fleet Services Maintenance Facility. You will become a nominated Transport Manager on the Operator’s Licence with full engagement on associated legal responsibilities reporting to the Fleet Operations Manager and supporting the Fleet and Compliance manager with Operator’s Licencing and Compliance whilst being based in our modern facility ensuring the compliance of around a 1000 strong fleet.

The role requires a person who will encourage positive morale and attitude within the maintenance facility, leading their team of senior fleet technicians by supporting on all operational areas, providing strong leadership to the operational supervision of the service and all associated resources, budget development, projects and regulatory responsibilities in respect of the provision of fleet maintenance related duties.

To maintain and operate safely, efficiently and strive for effective performance management ensuring that the maintenance team fulfils its statutory obligations and all legislation applying to the service. Identify risks, and manage operations in line with Transport Managers Undertakings, Guide to Maintaining Roadworthiness and all vehicle and MOT Inspection manuals.

Supervise creation and management of work schedules to ensure vehicle and plant service delivery activities and priorities are completed on time and to budgets, scheduling and planning on daily, weekly and monthly time frames. Develop staff training strategies and programmes which ensure that a properly informed, capable, well equipped, flexible and legislatively compliant workforce is constantly available to meet the variable demands of service delivery including all new regulatory requirements.

Take the lead within the Service to convert strategic priorities (based on quality standards and service level agreements) into practical plans for service delivery for the medium to long term. Also lead on implementation of cross Council initiatives. Lead on creation and implementation of Service Standards with a strong focus on our customers.

Develop, implement and manage quality assurance policies, standards and procedures, including Risk and COSHH assessments. Identify and deliver service quality improvements as well as training and development plans for the teams.

Responsible for communication and implementation of the Council’s health and safety policies, standards and procedures to minimise risk and encourage safe working practices at all times. Investigate and report on any incident, near miss or accident and maintain accurate health and safety registers and records.

Lead on the implementation of any changes in legislation, regulation or standards that have an impact on the service provided in the Service, providing advice and guidance on ongoing compliance issues.

When necessary deputise for the Fleet Operations Manager/Asset & Compliance Manager and represent the Service on corporate or external issues or activities.

Requirements

The skills and experience you must have:

  • Relevant experience of supervising a large workforce and resources whilst ensuring the provision of a high-quality service.
  • Time served HGV Mechanic (City & Guilds Scotvec Level 3).
  • Maintaining CPD to ensure currency with sector developments and techniques as required by the role e.g. attendance at recognised industry seminars such Fleet Engineer Conference and ensuring continued knowledge of industry guidance such as the Guide to Maintaining Roadworthiness etc.
  • SVQ level 4 or equivalent academic qualifications or equivalent relevant recent experience in fleet or management related subjects.
  • Excellent interpersonal skills and establishes effective working relationships with customers, contractors, employees and DVSA.
  • Willing to work towards Class IV, V, VII MoT Testing Qualification.
  • Experience of technical work in different roles within the fleet sector.
  • Daily supervision and responsibility for multiple on-going projects at planning and operational stages.
  • Knowledge of current Scottish, UK and EU legislation and its practical application - operational requirements and techniques.
  • Strong working knowledge of the hazards involved in Fleet Management activities and the application of the Health & Safety at Work etc Act and other relevant safety legislation and regulations relating to the fleet maintenance sector.
  • Excellent interpersonal and communication skills (written, spoken and electronic formats).
  • Computer literate.
