The Research and Insight Manager will lead the direction and development of research, insight and public engagement planning for Police Scotland.
This includes leading and ensuring research and engagement with the public is effectively designed to industry standards, planned, co-ordinated and built across Police Scotland to provide dynamic, evidence based insights.
The post will take a leading role within specific areas of work/projects, in line with Police Scotland, and its partners’, strategic direction, outcomes and priorities.
Responsibilities and Duties
Lead and deliver insight and engagement services, providing high quality and robust insight and information to support decision making and to deliver on Police Scotland’s strategic directions, outcomes and priorities.
Lead and manage the team to produce robust evidence and information that can stand up to scrutiny, and that makes a significant contribution to the development of Police Scotland services. This will include but is not limited to: the development of policy, business and strategic planning activities, and Police Scotland’s external quality accreditations.
Management of Police Scotland insight planning reporting directly to the Head of Strategy, Insight and Innovation.
Leadership of local insight planning in partnership with local policing.
Management of a Business Partnering approach to develop and maintain a detailed knowledge of a specific service area/Locality. To ensure the flexible deployment of the hub of expertise delivering the right level of support across Police Scotland.
Lead and manage the development, preparation and presentation of reports, documents, briefings for senior level and Board meetings and external agencies.
Lead production of insight and engagement reports to Senior Leadership Team, and develop and maintain the framework for research and consultation, providing guidance on its deployment where required.
Research best practice, processes, methodologies and approaches to insight and engagement, and apply to practice.
Lead the creation and maintenance of a hub of research evidence and information for stakeholders to use. Manage the delivery of national and local data publications ensuring that Police Scotland is at the forefront of the latest information and issues.
Leads or contributes professional and managerial expertise to the development of initiatives, strategic plans and policy development within own area of expertise.
Effectively leads, manages and develops team-working within own area of responsibility and across the wider environment in which the post-holder operates.
Leads a team of up to 10 professional colleagues and takes the role of Senior Responsible Officer for national engagement for Police Scotland and across a range of related projects.
Manage and monitor the performance of external consultants and contractors.
Manages significant engagement and research activity within project and departmental budgets.
Deputise for the Head of Strategy, Insight and Innovation as required.
Will be responsible for managing and assessing risk within all areas of managerial/supervisory responsibility.

ESSENTIAL
Educated to degree level (or equivalent) in a relevant area with experience in a similar environment including supervision of staff
Experience leading in a research planning leadership role with a focus on strategic research planning, project management and data analysis
Extensive experience of the development and delivery of insight and engagement services to support strategy and decision making.
Evidence of applying best practice, processes, methodologies and approaches.
Extensive experience of data analysis and presentation techniques.
Extensive experience of presenting data and information effectively and clearly at a variety of forums.
Track record of commissioning qualitative and quantitative research
Extensive knowledge of quantitative and qualitative methodology and best practice through the research cycle
Experience of public performance reporting to stakeholders and partners
Experience of managing complex budgets
High level of independent working.
Extensive experience of communicating and negotiating effectively at all levels both verbally and in writing and able to demonstrate an ability to analyse complex issues, assess their business impact and resolve these effectively.
Confidence in organisational representation at public meetings and events.
Builds and maintains positive relationships with a range of external stakeholders
DESIRABLE
Good knowledge of Theory of Change and/or Logic Model approaches to inform impact-driven practices – and to be engaging colleagues in such work
Good knowledge of and interest in behaviour-change theories and practical applications
